Issue/Request:
An Ordinance approving Modification No. 2, to the agreement with Crawford, Murphy and Tilly, Inc. for On-Call Professional Planning & Engineering Services for the airport (RFQ No. 2020-067) in the amount of $869,000.00, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The City and Engineer entered into an On-Call Agreement dated August 26, 2020 (RFQ No. 2020-067) for professional planning & engineering services for the Airport (hereinafter “Base Agreement”).
• The Base Agreement was modified with Modification No. 1 dated September 14, 2021.
• The City and Engineer desire to amend the provisions of the Base Agreement, as modified, as provided herein.
• The amended engineering services contained in this Modification No. 2, were services originally contemplated by the City and the Engineer when entering into the Base Agreement, and which were included in the request for qualifications review that was conducted by the City when awarding the contract for the Base Agreement.
• The Engineer has submitted a proposal for the amended engineering services and an estimate of engineering costs to perform said services.
• Funding for this project is provided through the City’s Transportation Sales Tax and an approved project in the Capital Improvement Plan.
• The City Manager is authorized and empowered by the City to execute contracts providing for engineering services.

I move to recommend to City Council for approval of an Ordinance approving Modification No. 2, to the agreement with Crawford, Murphy and Tilly, Inc. for On-Call Professional Planning & Engineering Services for the airport (RFQ No. 2020-067) in the amount of $869,000.00, and authorizing the City Manager to execute an agreement for the same.
Background:
As part of Phase I of the LXT Master Plan Update (MPU), a preferred alternative was presented for the development of the eastside of the airfield. The preferred airfield alternative is the product of several planning efforts such as the forecast of aviation demand and the assessment of the need for future aeronautical and non-aeronautical facilities at LXT. Additionally, the preferred airfield alternative is the result of continuous communication, coordination, and workshops between the Airport, the consulting team, the City of Lee’s Summit, and various Airport stakeholders.
In order to develop the east side of the Airport as described in the Adopted MPU, key infrastructure must be designed and constructed. This project will Provide design and construction documents for the following:
• City owned utilities (water, sanitary, storm) within the project limits. The Engineer will also coordinate with 3rd party utilities (gas, electric, communications) to provide necessary infrastructure within the study area.
• The ring road and parking areas necessary to support Hangar 2 and future development.
• Grading for the Hangar 2 development.
• Architectural drawings and specifications for Hangar 2.
The LXT Eastside Development project includes both the Site Development - East Side Terminal Area and Hangar 2 projects, which were included in the adopted FY23 Capital Improvement Plan.
