Issue/Request:
An Ordinance approving the dual award of Bid No. 2022-023, to purchase ammunition on an as-needed basis for a one-year term with up to four, one-year renewals to On Target Ammunition, LLC and Zoom Technologies, LLC, and authorizing the City Manager to execute the same for the City.

Key Issues:
Ammunition has become increasingly challenging for the Lee’s Summit Police Department to purchase and have delivered in a timely manner. Current State contracts have lead times of up to 18-24 months from the time of purchase to the time of delivery. The delay in deliveries causes payments to be delayed from one budget year to the next.

Background:
The proposed contracts have stipulations to ensure the vendor can deliver goods within 4-6 weeks from date of order. The Police Department has struggled to maintain adequate levels of training ammunition as there has been a shortage of raw material (lead)(brass)(primers), coupled with the COVID-19 supply chain distribution issues. The timeline stipulation is important to ensure we can expect deliveries within a reasonable amount of time.
