Issue/Request:

An Ordinance approving Modification No. 4 to an Agreement for Professional Engineering Services for Stormwater Improvements - Phase 2 (RFQ No. 543-32272), between the City of Lee’s Summit, Missouri, and Lamp Rynearson, for an increase of $39,700 for the amended basic services, with an amended not to exceed amount of $355,400, and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

                     Pursuant to Ordinance No. 8667, the City and Lamp Rynearson (hereinafter "Engineer") entered into an Agreement for Professional Engineering Services for Four Stormwater Improvement Projects - SW Blazing Star Drive, SW 34th Street, NE Delta School Road, SW Pinnell Drive (RFQ No. 543-32272) dated July 16, 2019 (hereinafter "Base Agreement").

 

                     Pursuant to Ordinance No. 8801, the City and Engineer modified the Base Agreement per Modification No. 1 dated January 7, 2020, to extend the design efforts at the SW 34th Street location.

 

                     Pursuant to Ordinance No. 8926, the City and Engineer further modified the Base Agreement, as amended, per Modification No. 2 dated August 26, 2020, to extend the design efforts at the NE Delta School Road location.

 

                     Pursuant to Ordinance No. 9030, the City and Engineer further modified the Base Agreement, as amended, per Modification No. 3 dated December 28, 2020, to provide stormwater design for four additional project sites to be known as "Stormwater Improvements - Phase 2" - NW Ponderosa Street, NE Country Lane, NE Pierce Place, and NE Arlington Circle.

 

                     Engineer has submitted a proposal with estimated costs to extend the design and survey efforts at the NE Arlington Circle project site, from NE Short Street to the concrete channel south of NE Ash Street.

 

                     The City desires to further modify the Base Agreement, as amended, with Engineer to provide said engineering services (hereinafter "Modification No. 4").

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving Modification No. 4 to an Agreement for Professional Engineering Services for Stormwater Improvements - Phase 2 (RFQ No. 543-32272), between the City of Lee’s Summit, Missouri, and Lamp Rynearson, for an increase of $39,700 for the amended basic services, with an amended not to exceed amount of $355,400, and authorizing the City Manager to execute an agreement for the same. 

 

 

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance approving Modification No. 4 to an Agreement for Professional Engineering Services for Stormwater Improvements - Phase 2 (RFQ No. 543-32272), between the City of Lee’s Summit, Missouri, and Lamp Rynearson, for an increase of $39,700 for the amended basic services, with an amended not to exceed amount of $355,400, and authorizing the City Manager to execute an agreement for the same. 

 

SECOND MOTION: I move for adoption of an Ordinance approving Modification No. 4 to an Agreement for Professional Engineering Services for Stormwater Improvements - Phase 2 (RFQ No. 543-32272), between the City of Lee’s Summit, Missouri, and Lamp Rynearson, for an increase of $39,700 for the amended basic services, with an amended not to exceed amount of $355,400, and authorizing the City Manager to execute an agreement for the same.

 

 

Background:

In February of 2019, staff issued a request for qualifications (RFQ 543-32272) to address flooding at 14 locations.  Through a qualification-based selection process, Lamp Rynearson was one of four firms to design stormwater improvements at these locations.  Following the initial list of projects, additional locations were identified by residents that suffered structural flooding caused by the lack of public infrastructure or failed public infrastructure. 

Between July of 2019 and today, more residents have contacted City staff to report new locations of structural flooding.  Residents were given the same direction as previous complaints.  In order to have their location considered, a written statement must be submitted to the City, and the flooding should be related to failing public infrastructure or the lack of public infrastructure.  In the Fall of 2020 the City added eight new locations to the list of potential stormwater projects.  The City entered subsequent contract modifications with the qualified firms to expeditiously complete these projects.  Please refer to the attached “Stormwater Projects Map - Fall 2020”. 

One of the eight locations is at 314 NE Arlington Circle, which is associated with this contract modification.  Approximately 500 feet from Arlington Circle, a stormwater inlet along Ash Street has failed.  The connected pipe network is a mix of concrete and metal pipe, the inlet is undersized, the inlet top collapsed, and multiple pipes feed into one pipe.

The primary purpose of this modification is to extend design and survey efforts to replace the failed infrastructure on Ash Street, improve the connecting pipe system, and increase the amount of water collected into the pipes.  The extended alignment will continue to the concrete channel located south of Ash Street as shown on the Additional Map (attached).

 

Impact/Analysis:

Approval of this contract modification will allow design work to continue and will not impact the current construction schedule.
