An Ordinance awarding the bid for Project No. 438-1 for the Water Main Replacement FY21 Project to Wiedenmann, Inc. in the amount of $3,536,537.00 and authorizing the City Manager to execute an agreement of the same.
Key Issues:
• As directed by the FY21 CIP, there are continued efforts to maintain and strengthen the City's water distribution system.
• Approximately 24,000 feet of existing water mains will be replaced utilizing a combination of trench and trenchless installation methods under the Water Main Replacement FY21 Project (hereinafter "Project No. 438-1"). A majority of these water mains will be installed by pipe bursting.
• The total project budget for Project No. 438-1 is funded from the Water Construction Fund.
• PWE issued an advertisement for bids for the construction of Project No. 438-1 on March 5, 2021, in accordance with local policies and state statutes.
• Wiedenmann, Inc. (hereinafter "Contractor") was evaluated to be the lowest and best bid for this project.
• The City desires to enter into an agreement with the Contractor to construct Project No. 438-1.
Proposed City Council Motion:
FIRST MOTION: I move for a second reading of an Ordinance awarding the bid for Project No. 438-1 for the Water Main Replacement FY21 Project to Wiedenmann, Inc. in the amount of $3,536,537.00 and authorizing the City Manager to execute an agreement of the same.
SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 438-1 for the Water Main Replacement FY21 Project to Wiedenmann, Inc. in the amount of $3,536,537.00 and authorizing the City Manager to execute an agreement of the same.
Background:
This water main replacement project entails performing work in the following areas: Pheasant Run Apartments on NE Independence Ave, SW Alderson Place, NW Alderson Place, SW Noel Street, NW Noel Street, SW 1st Terrace, SW 2nd Street, SW 4th Terrace, SE 7th Street, SE 8th Street, SE Wingate Street, SE Wingate Circle, SE Claremont Street, SE Claremont Circle, SE Claremont Court, SE Shenandoah Drive, SE Blackwell Road, S Smart Road, E Timberlake Trail, and E Timberlake Drive.
The total project budget is $4,531,000 funded from the Water Construction Fund. Based on review by City staff, it is our recommendation to award the construction contract for the Water Main Replacement FY21 Project to Wiedenmann, Inc.
Impact/Analysis:
Public Works Engineering advertised for bids for Project No. 438-1 on March 5, 2021. Potential bidders were notified through QuestCDN and on the City website. Two (2) responsive bids were received by the March 26, 2021, bid opening date. Public Works Engineering and Water Utilities staff reviewed the bids and Wiedenmann, Inc. was determined to be the lowest and most responsive bidder.
Timeline:
Estimated construction start date: May 10, 2021 with 330 calendar days to substantial completion (360 calendar days for final completion)
