Issue/Request:

An Ordinance awarding the bid for Project No. 22-109A-1 for the Rehabilitation of Runway 11-29, Taxiway B and Taxiway C to Scodeller Construction, Inc. in the amount of $614,498.45 and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

                     The joint seal and pavement rehabilitation project is an integral piece of the Airport’s pavement maintenance program required to maximize the useful life of the Airport’s pavements.

                     Funding for this project is provided through a Federal Grant and the City’s Transportation Sales Tax.

                     Public Works Engineering issued an advertisement for bids for the construction of Project No. 22-109A-1 on May 9, 2023, guided by local policies and state statutes.

                     Scodeller Construction, Inc. (hereinafter "Contractor") was determined to be the lowest and best bidder by City staff.

                     The City desires to enter into an agreement with the Contractor to perform the services for Project No. 22-109A-1.

                     The City Manager is authorized and empowered by the City to execute contracts providing for construction services.

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance awarding the bid for Project No. 22-109A-1 for the Rehabilitation of Runway 11-29, Taxiway B and Taxiway C to Scodeller Construction, Inc. in the amount of $614,498.45 and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION:  I move for adoption of an Ordinance awarding the bid for Project No. 22-109A-1 for the Rehabilitation of Runway 11-29, Taxiway B and Taxiway C to Scodeller Construction, Inc. in the amount of $614,498.45 and authorizing the City Manager to execute an agreement for the same.

 

 

Background:

The existing concrete for Runway 11-29 and Taxiway Bravo are over twenty-eight years old.  The existing concrete pavement for taxiway Charlie is over ten years old.  As part of the airport’s pavement maintenance program the joint seal material requires replacement periodically throughout the life of the pavement.  Daily pavement inspections provide feedback on the condition of pavement conditions.  Based on observations  of both of these pavements they are nearing that period which will require the replacement of the joint seal material, spall repair of any concrete areas that are breaking up and remarking of the pavement.  Similar work was performed on Runway 11-29 and Taxiway Bravo over 10 years ago. Construction traffic on Taxiway Charlie over the past several years has advanced the need for the planned.

The Reseal Joint and Marking of Runway 11-29, Taxiway Bravo and Taxiway Charlie are included in the adopted FY23 Capital Improvement Plan.

Public Works Engineering advertised for bids for Project No. 22-109A-1 on May 9, 2023, guided by local policies and state statutes. Potential bidders were notified through QuestCDN, the City's website and a mass email notification.  Four (4) responsive bids were received by the May 30, 2023, bid opening date.  City staff reviewed the bids and Scodeller Construction, Inc. was determined to be the lowest and best bidder.
