An Ordinance approving a modification to the emergency purchase between Wiedenmann, Inc. and the City of Lee’s Summit, Missouri, to repair the Scruggs Road Pump Station Force Mains for an increase of $55,912.63 for a modified amount of $314,112.63 and authorizing the City Manager to execute the same.

 

Key Issues:

•    Pursuant to Ordinance No. 9553, the City utilized the existing on-call agreement with Wiedenmann, Inc., (hereinafter "Wiedenmann") for an emergency purchase for the repairs on Scruggs Road Pump Station Force Mains.

 

•    The scope of work for the emergency repair utilized the services of both Insituform Technologies USA, LLC and Wiedenmann, Inc.  Insituform supplied and installed the liner while Wiedenmann, Inc. excavated the pits to facilitate the lining, replaced pipe, and restored the site.

 

•    The City desires to further modify the emergency purchase due to additional costs incurred during the excavation of the force mains when it was discovered that they were at different elevations and in closer proximity than what was indicated on the record drawings, requiring deeper excavations, additional restraint, and wider excavations.

I move to recommend to the City Council approval of an Ordinance approving a modification to the emergency purchase between Wiedenmann, Inc. and the City of Lee’s Summit, Missouri, to repair the Scruggs Road Pump Station Force Mains for an increase of $55,912.63 for a modified amount of $314,112.63 and authorizing the City Manager to execute the same

 

 

Proposed City Council Motion:

FIRST MOTION: I move to advance to second reading an Ordinance approving a modification to the emergency purchase between Wiedenmann, Inc. and the City of Lee’s Summit, Missouri, to repair the Scruggs Road Pump Station Force Mains for an increase of $55,912.63 for a modified amount of $314,112.63 and authorizing the City Manager to execute the same.

 

 

SECOND MOTION:  I move for the adoption of an Ordinance approving a modification to the emergency purchase between Wiedenmann, Inc. and the City of Lee’s Summit, Missouri, to repair the Scruggs Road Pump Station Force Mains for an increase of $55,912.63 for a modified amount of $314,112.63 and authorizing the City Manager to execute the same.

 

Background:

 

Work was recently completed under emergency purchase for the repair of the Scruggs Road Pump Station Force Mains through lining with a specialized liner capable of withstanding system operating pressures.  The work was completed by using the services of Insituform Technologies USA, LLC and Wiedenmann, Inc.  Insituform supplied and installed the liner under a separate agreement authorized by Ordinance No. 9552 at a cost of $1,246,064.95.  Wiedenmann’s services were retained to complete the excavation of the liner launching and receiving pits, traffic control, final pipe connections, and final restoration.  Ordinance No. 9553 authorized an emergency purchase under the City’s existing on-call agreement with Wiedenmann, Inc. 

 

This modification will adjust the emergency purchase for additional costs associated with added work with an increase of $55,912.63 for a modified price of $314,112.63.

 

Work was to be performed initially on the wet weather force main (18-inch diameter) while the dry weather force main (12-inch diameter) remained in operation.  During excavation of the 18-inch force main, it became apparent that the 12-inch force main was shallower and in closer proximity to the 18-inch force main than was indicated on the record drawings.  Additionally, a single straddle block restraint was used for both force mains.  Excavation of the 18-inch force main and the removal of all or a portion of the straddle block would undermine the 12-inch.  It was determined that bypass pumping was required and both force mains would be excavated and remain out of service until the 18-inch could be lined and placed back into service.   However, this resulted in an increase in costs associated with: providing loading and offloading assistance with the installation of the bypass piping, providing the material and installation of the driveway ramps for the bypass piping, increased trench widths and depths as necessary to excavate both the 12-inch and 18-inch force main, increased size of the new straddle block to account for the disturbed area, and full width pavement repair in lieu of a trench patch.  Other costs were incurred due to unforeseen conditions.
