Issue/Request:

An  Ordinance authorizing the execution of a Cooperative Service Agreement by and between the City of Lee's Summit, Missouri (Lee's Summit Municipal Airport), and the United States Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Wildlife Services (WS), in the amount of $1,900 to conduct a Wildlife Hazard Site Visit and authorizing the Mayor to execute an agreement for the same.

 

Key Issues:

The United States Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Wildlife Services (SW), (“APHIS-WS”) has agreed to provide the Lee’s Summit Municipal Airport a Wildlife Hazard Site Visit as described in FAA Advisory Circular 150/5200-38 in accordance with the Cooperative Service Agreement (“Agreement”).

                     The purpose of this Agreement is to provide a Wildlife Hazard Site Visit as required in the scope of services for the Phase 2 Airport Master Plan Update

                     The project period shall be from the date of the execution by the City to September 30, 2023.

                     The initial amount of the Wildlife Hazard Site Visit under this Agreement is not to exceed $1,900.

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance authorizing the execution of a Cooperative Service Agreement by and between the City of Lee's Summit, Missouri (Lee's Summit Municipal Airport), and the United States Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Wildlife Services (WS), in the amount of $1,900 to conduct a Wildlife Hazard Site Visit and authorizing the Mayor to execute an agreement for the same.

 

First Motion:

I move for a second reading of an Ordinance authorizing the execution of a Cooperative Service Agreement by and between the City of Lee's Summit, Missouri (Lee's Summit Municipal Airport), and the United States Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Wildlife Services (WS), in the amount of $1,900 to conduct a Wildlife Hazard Site Visit and authorizing the Mayor to execute an agreement for the same.

 

Second Motion:

I move for adoption of an Ordinance authorizing the execution of a Cooperative Service Agreement by and between the City of Lee's Summit, Missouri (Lee's Summit Municipal Airport), and the United States Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Wildlife Services (WS), in the amount of $1,900 to conduct a Wildlife Hazard Site Visit and authorizing the Mayor to execute an agreement for the same.

 

 

Background:

Information about the risks posed to aircraft by certain wildlife species has increased a great deal in recent years. Improved reporting, studies, documentation, and statistics clearly show that aircraft collisions with birds and other wildlife are a serious economic and public safety problem. While many species of wildlife can pose a risk to aircraft safety, they are not equally hazardous. The Wildlife Hazard Site Visit will develop rankings to help focus hazardous wildlife management efforts on those species or groups that represent the greatest risk to safe air and ground operations in the airport environment. Used in conjunction with a site-specific Assessment that will determine the relative abundance and use patterns of wildlife species, these rankings combined with a systematic risk analysis will help Lee’s Summit Airport staff better understand the general threat level (and consequences) of certain wildlife species. Also, the rankings can assist with the creation of a “high risk” list of hazardous species that warrant immediate attention.

 

The completion of a Wildlife Hazzard Site Visit was identified as a component of the Phase 2 Airport Master Plan Update.  The USDA, APHIS-WS is the agency most qualified to perform this site visit.  Because the USDA, APHIS-WS only contracts with municipalities directly, this inter-governmental agreement is required.  The cost of this agreement is an eligible cost for reimbursement under the Airport Master Plan Update, Phase 2 Grant.

Recommendation

Staff recommends approval of an Ordinance authorizing the execution of a Cooperative Service Agreement by and between the City of Lee's Summit, Missouri (Lee's Summit Municipal Airport), and the United States Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Wildlife Services (WS), in the amount of $1,900 to conduct a Wildlife Hazard Site Visit and authorizing the Mayor to execute an agreement for the same. The Public Works Committee voted unanimously 4-0 to recommend to City Council approval of an Ordinance authorizing the execution of a Cooperative Service Agreement by and between the City of Lee's Summit, Missouri (Lee's Summit Municipal Airport), and the United States Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Wildlife Services (WS), in the amount of $1,900 to conduct a Wildlife Hazard Site Visit and authorizing the Mayor to execute an agreement for the same.
