Body

Issue/Request:

An Ordinance approving Modification No. 1 to the agreement between the City of Lee’s Summit, Missouri and Burns & McDonnell Engineering Company, Inc. for professional engineering services for West Prairie Lee - Sewer Modeling and Design Services (RFQ No. 2022-012), for an increase of $427,406.00 with an amended not to exceed amount of $558,355.00, and authorizing the City Manager to execute an agreement for the same.  The modification to the scope of services will cover the final design, bidding, and construction administration to implement solutions identified in the original scope of services provided for RFQ No. 2022-012 to improve the interceptor which serves the east side of downtown.

Key Issues:

  • The City and Burns & McDonnell Engineering Company, Inc. entered into an agreement dated January 4, 2022 (RFQ No. 2022-012) for professional engineering services for West Prairie Lee - Sewer Modeling and Design Services to evaluate the trunk sewer from downtown to where the interceptor combines with flow from the southern portion of the watershed.
  • The City and Engineer desire to further amend the provisions of the Base Agreement to include final design, bidding, and construction administration services.
  • The existing downtown interceptor currently has hydraulic impairments, such as undersized pipes, causing portions of the trunk sewer to surcharge during heavy rain events.
  • Burns & McDonnell’s analysis indicates that improvements are required to meet the current demand and any future development in the downtown area.
  • Burns & McDonnell completed a preliminary design establishing pipe size based on recommended alignments and slopes.
  • Burns & McDonnell's significant previous knowledge of the project obtained during the performance of the original scope of RFQ No. 2022-012 will result in significant monetary and time savings.

Proposed Committee Motion:

I move to recommend to the City Council approval of an Ordinance approving Modification No.

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance approving Modification No.

SECOND MOTION: I move for adoption of an Ordinance approving Modification No.

Background:

Downtown Lee’s Summit sits at the crest of three drainage basins.  Two of the basins drain to the Cedar Creek Interceptor sewer while the remainder flows east to the West Prairie Lee Interceptor.  The Base Agreement included an evaluation of the West Prairie Lee Interceptor and the identification of upgrades that would reduce inflow and infiltration, improve system reliability, and increase capacity for densification of the downtown basin served by the interceptor.  The

Impact/Analysis:

This agreement will allow Burns & McDonnell to develop plans and bidding documents for the upgrades to the West Prairie Lee Interceptor that were identified by the evaluation completed under the Base Agreement.  Burns & McDonnell’s familiarity with the project will allow them to perform the work at a lower cost than other firms due to the amount of preliminary work performed under the original scope of services for RFQ No. 2022-012. Much of this work would have to be repeated if a different Professional Engineer were brought on board, resulting in increased costs and time to complete the project.
