CARES Act Funding Final Report

 

Key Issues:

-The purpose of the written report is to provide the final update in regards to CARES Act funding disbursement activities.

-The City was assigned $5,921,527 in CARES Act fund from Jackson County

-The Council originally was presented with the proposed CARES Act budget and a draft intergovernmental agreement on August 18, 2020 with final approval occurring on September 1, 2020

-Council Reallocated funds from Public Health to Economic Support In October to increase support of Small Businesses and Not-for-profit organizations

-City Staff has completed or properly procured all items and services via CARES Act funding

 

Proposed City Council Motion:

A City Council motion is not needed.  This item is for presentation and discussion purposes. 

 

Timeline:

-June 22, 2020: Jackson County approves assignment of $5,921,527 to LSMO

-June 22, 2020: Staff continues research on Federal restrictions / guidelines relating to CARES Funds and JACO assignment of funds

-June 29, 2020 - present: Staff conducts search for qualified vendors and firms to fulfill COVID 19 operational needs

-August 18, 2020: Presentation to City Council regarding potential disbursement plan and draft intergovernmental agreement between LSMO and JACO

-August 19 - August 26, 2020: Legal review of intergovernmental agreement between LSMO and JACO

-August 27, 2020 - September 8: Solicitation of applications from local non-profits for relief funding

-September 1, 2020: Approval of intergovernmental agreement by City Council

-September 14, 2020: Presentation of disbursement plan including community-based awards

-October 13, 2020: Approval of an Ordinance allocating additional CARES Act Funds to non-profit entities

-December 8, 2020: Presentation providing a status update on CARES Act Funds

-February 23, 2021: Council approved an extension to the original agreement with JACO allowing use of funds through December 31, 2021

-December 31, 2021: Funds have been fully accounted for and utilized

 

Background:

The initial approved, reallocated, projected, and final proposed budget per the six (6) CARES Act fund categories were:

 

                     

 

City staff, as authorized, continued to ensure expenses allocated to the CARES Act Fund were within the requirements provided and made appropriate requests to Jackson County administratively to maintain compliance with the approved Intergovernmental Agreement between the City and County. The use of these funds expired on December 31, 2021 and as of that date funds have been expended as authorized.

 

Other Information/Unique Characteristics:

-Bill No. 20-158 (An Ordinance Approving the CARES Act Budget for the City of Lee's Summit and Approving and Authorizing the Mayor to Execute an Intergovernmental Agreement with Jackson County, Missouri to Accept CARES Act Funds) was passed by unanimous vote on September 1, 2020.

-Bill No. 20-159 (An Ordinance approving Amendment No. 2 to the Budget for fiscal year ending June 30, 2021, as adopted by Ordinance No. 8905 and Ordinance No. 8906, by amending the authorized expenditures in various categories to provide for the spending of CARES Act funds allocated to the City) was passed by unanimous vote on September 1, 2020.

-Bill No. 20-194 (An Ordinance allocating additional Coronavirus Relief Funds to certain non-profit entities) was passed by unanimous vote on October 13, 2020.

-Bill No. 21-33 (An Ordinance approving and authorizing the Mayor to execute an extension of an Intergovernmental Agreement with Jackson County, Missouri for the Use of CARES Act Funds (first read by Council on February 16, 2021) was passed by unanimous votes on February 23, 2021.
