Issue/Request:
An Ordinance awarding the bid for Project No. 714 for the NW Main Street Improvements - Chipman Road to Commerce Drive Project to VF Anderson Builders LLC in the amount of $1,673,755.80 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The NW Main Street Project was proposed in the City’s Thoroughfare Master Plan, Recommended by the License Tax Review Committee, and approved as part of the City’s Capital Improvement Plan.
• The designed improvements include new pavement, sidewalk, curb and gutter, enclosed storm drainage, and water line infrastructure on Main Street, and filling a sidewalk gap along the south side of NW Commerce Drive to Main Street(hereinafter "Project No. 714").
• Project No. 714 is funded from the Water Construction Fund and the License Tax Fund.
• Public Works issued an advertisement for bids for the construction of Project No. 714 on October 6, 2021, in accordance with local policies and state statutes.
• VF Anderson Builders LLC (hereinafter "Contractor") was determined to be the lowest and best bidder by City staff.
• The City desires to enter into an agreement with the Contractor to construct Project No. 714.

Background:
The primary purpose of this project is to facilitate economic development by re-constructing existing infrastructure that has deteriorated, and improve the existing roadway conditions of this section of Main Street. The work along Main street will install sidewalks, enclose storm sewers, replace aging water mains, and relocate private utilities. This project will also construct a sidewalk along Commerce Drive, west of Main Street, to fill in a sidewalk gap. The sidewalk gap will complete a sidewalk connection along Commerce Drive between Chipman Road and Tudor Road.
NW Main Street between Chipman Road and Commerce Drive is a generally unimproved, has narrow lanes, is uncurbed with roadside ditches, and no shoulders. This section is located between Chipman Road, an improved major arterial, and Commerce Drive, an improved commercial collector. It is the only unimproved section of roadway in the immediate area and an impediment to development in the area.
This project will enhance access to several undeveloped or underdeveloped properties (including property owned by the City) and encourage economic activity. Any adjacent property development would otherwise be required to improve Main Street in addition to other required infrastructure improvements. The project will also improve roadway safety and capacity. This project was identified in the Thoroughfare Master Plan and has been recommended by the License Tax Committee.
Impact/Analysis:
Public Works Engineering advertised for bids for Project No. 714 on October 6, 2021. Potential bidders were notified through QuestCDN and on the City website. Six (6) responsive bids were received by the October 29, 2021, bid opening date. City staff reviewed the bids and VF Anderson Builders LLC was determined to be the lowest and best responsive bidder.
Timeline:
Private utility relocation work, such Spire, Evergy and Google Fiber, will begin in late Fall-Winter of 2021. Roadway and water main construction is estimated construction start in March, 2022 to avoid winter construction issues. The roadway construction contract allows 150 calendar days to substantial completion (August 2022).
