An Ordinance approving Modification No. 2 to an Agreement for Professional Engineering Services for Stormwater - SW Lea Drive (RFQ NO. 543-32272A) with Olsson and Associates, for an increase of $25,575 with an amended not to exceed amount of $259,826, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• Pursuant to Ordinance No. 8665, the City and Olsson and Associates entered into an Agreement for Professional Engineering Services for Stormwater - SW Lea Drive (RFQ No. 543-32272A) (hereinafter "Base Agreement").
• Olsson and Associates (hereinafter "Engineer") has submitted a proposal with estimated costs to provide additional engineering services during construction of the stormwater improvements for SW Lea Drive.
• The City desires to modify the Base Agreement, as amended, with Engineer to provide said construction phase services (hereinafter "Modification No. 2").

FIRST MOTION: I move for a second reading of an Ordinance approving Modification No. 2 to an Agreement for Professional Engineering Services for Stormwater - SW Lea Drive (RFQ NO. 543-32272A) with Olsson and Associates, for an increase of $25,575 with an amended not to exceed amount of $259,826, and authorizing the City Manager to execute an agreement for the same.
SECOND MOTION: I move for adoption of an Ordinance approving Modification No. 2 to an Agreement for Professional Engineering Services for Stormwater - SW Lea Drive (RFQ NO. 543-32272A) with Olsson and Associates, for an increase of $25,575 with an amended not to exceed amount of $259,826, and authorizing the City Manager to execute an agreement for the same.
Background:
An agreement between the City and Olsson was executed on July 16, 2019 for professional engineering services to design the Stormwater - SW Lea Drive project. Olsson has submitted final plans to the City. Final plans include the replacement of a triple 9.33’ x 6.33’ Corrugated Metal Arched Pipes (CMAPs) located under Ward Road with a triple 14’ x 7’ Reinforced Concrete Box (RCB).
The City has advertised and awarded the construction of Stormwater - SW Lea Drive project to Linaweaver Construcion Co., Inc. The Contractor will be required to submit shop drawings from fabricators, materials certifications from suppliers that must be reviewed by Olsson to ensure conformance with the project's plans and specifications. Other engineering support during construction will include plan revisions as needed based on actual conditions in the field, reviewing change orders, answering questions related to the project design, attending periodic construction progress meetings, participating in the substantial completion walk-through, and prepare post-construction record drawings for City records.
The original contract authorized a fee up to $208,456.00 that consisted of engineering studies, design, and permitting services to mitigate structural flooding issues near SW Lea Drive. On December 28, 2020 a modification to incorporate the design of water main relocations authorized an additional fee up to $25,795.00. This modification for construction services will authorize a total fee up to $259,826.
Impact/Analysis:
This agreement will allow Olsson to provide the City with Submittal Review and other construction services as identified in the background paragraph. Not having appropriate engineering services during construction does not follow current standards of practice for engineering and construction quality assurance.
