Issue/Request:
At its February meeting, the Public Work Committee made a motion to as the Finance and Budget Committee to consider funding a storm water utility study in the current budget. The committee asked that the one time expense be funded out of the unallocated fund balance of the General Fund OR, if the April Levy Reallocation passes, that it be funded from increased operating revenues in the General Fund. If a stormwater utility is created in the future, it would be the City's intent to consider reimbursing the General Fund for the cost of the study.

Key Issues:
--A stormwater utility was first recommended by the 2004 Stormwater Task Force, then again by the 2009 LS 360 Strategic Plan.
--The City Council Public Works Committee has held numerous sessions to research and review the benefits of a stormwater utility in addressing the stormwater maintenance needs of the community
--The goal of the study is to design an equitable and sustainable utility to provide our stormwater services.
--The study is a detailed assessment of impervious area, billing systems, extensive stakeholder engagement and education, revenue options, and related policies.
--Study guided by Federal and State regulatory requirements and Comprehensive Plan and Strategic Plan goals for stormwater management.
--Develops framework for full organizational structure, fees, and operational objectives and policies.
