Issue/Request:
An Ordinance approving Amendment No. 16 to the budget for the Fiscal year ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the authorized expenditures for Fire, Finance, and Stormwater Utility for the City.

Key Issues:
-Address lead time challenges and use current General Fund balances
-Increase the Fire Department spending authority by $228,255 to purchase additional radio equipment necessary for Fire Dispatch to communicate with its contracted agencies in the event Fire Dispatch has to leave their current location. This is a critical need. Fire is bringing forth the approval of the purchase as a separate agenda item.
-Fire had an engine failure on a pumper truck, the cost for repair is $21,207. They do not anticipate having enough spending authority to cover the repair
-The City is in the process of bidding auto, liability, and property insurance. There is an anticipation the premiums will be much higher, as well as the City may need to contribute more money towards claims and settlements
-Transfer $4 million in General Fund balances to the Claims and Damages Fund 650
-The transfer will be expensed against the Finance department, so the corresponding increase in authorized expenditures for Finance is being requested
-General Fund money, $500,000 was identified for a Stormwater Utility Study, Ordinance No. 9104
-The Stormwater Utility was created and the money was transferred from the General Fund, Ordinance No. 9286
-Stormwater Utility Study expenses were paid in FY23, thus requiring the request to add the author...
