An Ordinance authorizing the execution of Modification No. 1 to the agreement dated February 26, 2020 for professional engineering services for the NW Main Street from Chipman Road to Commerce Drive improvement project with Walter P. Moore, for an increase of $62,500 with an amended not to exceed amount of $233,500.00, and authorizing the City Manager to enter into an agreement for the same.
Key Issues:

Moore, for an increase of $62,500 with an amended not to exceed amount of $233,500.00, and authorizing the City Manager to enter into an agreement for the same.

Background:
The City and Walter P. Moore entered into an agreement (February 26, 2020) for professional engineering design services for the NW Main Street from Chipman Road to Commerce Drive improvement project. Since that time, Walter P. Moore's staff has completed the bulk of the project's design, including the storm water design and analysis needed to construct the roadway project.
The Water Services Department has recently determined that the existing waterline along Main Street between Chipman Road and Commerce Drive is in disrepair and needs to be replaced. In order to better coordinate the replacement of the water line with the planned roadway work and to reduce public inconvenience, City staff has determined that the waterline design plans should be included in the design plans for the roadway project. The roadway and waterline improvements can then be built under one construction contract.
Walter P. Moore's staff is also experienced in waterline replacement design, can perform this work, and the work is within the footprint of the roadway project. It was determined that the most cost efficient way to proceed would be to include the additional waterline engineering work into the City's contract with Walter P. Moore. This additional waterline design work is $46,680.00.
The roadway improvement's design has included the use of existing storm water infrastructure adjacent to the project area. These existing storm water features are located in relative close proximately to existing structures adjacent to Commerce Drive. Public Works staff has determined that it is necessary and prudent to gather additional survey information and to complete additional storm water analysis for larger, non-typical storm water events, in order to ensure the project improvements do not cause structural flooding of adjacent properties. The cost for Water P. Moore staff to collect the additional survey data and to perform the additional storm water analysis is $15,820.00.
Impact/Analysis:
The modification to the agreement will allow the City to include necessary waterline infrastructure replacement to planned roadway improvements within the same project limits, and to gather additional storm water analysis information for the City’s NW Main Street Improvement project from Chipman Road to Commerce Drive.
