An Ordinance authorizing execution of an on-call agreement for Professional Planning & Engineering Services for the Lee's Summit Municipal Airport (RFQ NO. 2020-067) with Crawford, Murphy and Tilly, Inc. for one year with four possible one year renewal options, and authorizing the City Manager to execute an agreement for the same for the City of Lee's Summit, Missouri.
Key Issues:
• The Federal Aviation Administration and the Missouri Department of Transportation Department - Aviation Division require that Requests for Qualifications (RFQ) be issued once every five years or less.
• The City issued RFQ 2020-067 for aviation planning and engineering services on May 5, 2020
• Qualification statements were received on June 5, 2020.
• The On-Call agreement does not contain scopes and fees for any projects. As projects are identified and funded, scopes and fees will be negotiated and amendments for on-call services will be approved in accordance with the City's Procurement Policy.
• Crawford, Murphy and Tilly, Inc. (CMT) was judged to be the most qualified by the committee.

FIRST MOTION: I move for a second reading of An Ordinance authorizing execution of an on-call agreement for Professional Planning & Engineering Services for the Lee's Summit Municipal Airport (RFQ NO. 2020-067) with Crawford, Murphy and Tilly, Inc. for one year with four possible one year renewal options, and authorizing the City Manager to execute an agreement for the same for the City of Lee's Summit, Missouri.
SECOND MOTION: I move for adoption of An Ordinance authorizing execution of an on-call agreement for Professional Planning & Engineering Services for the Lee's Summit Municipal Airport (RFQ NO. 2020-067) with Crawford, Murphy and Tilly, Inc. for one year with four possible one year renewal options, and authorizing the City Manager to execute an agreement for the same for the City of Lee's Summit, Missouri.
Background:
The current contract for airport planning engineering services expires this year. The Federal Aviation Administration and the Missouri Department of Transportation Department - Aviation Division (MoDOT) require that Requests for Qualifications (RFQ) be issued no later than every five years. The RFQ was reviewed and approved by MoDOT prior to issuance, and was advertised on May 5, 2020. Seven proposal were received on June 5, 2020.
A committee of staff from the Airport Division, Public Works Administration, Public Works Engineering, and Administration scored the seven proposals received. The four top ranked firms were invited for an interview. The interviews were scored by the same team that reviewed the written submittals. Crawford, Murphy and Tilly, Inc. (CMT) was judged to be the most qualified firm by the committee.
The On-Call agreement does not contain scopes and fees for any projects. As projects are identified and funded through annual Capital Improvement Planning (CIP) process, scopes and fees will be negotiated for each specific projects. Amendments to this on-call agreement will be approved in accordance with the City’s Procurement Policy.
