Issue/Request:
An Ordinance authorizing the execution of an agreement for Professional Engineering Services between the City of Lee's Summit, Missouri, and WSP USA for 3rd Street Improvements from Jefferson Street to Blue Parkway (RFQ No. 2020-066) for an amount not to exceed $647,300.00 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The 3rd Street Improvements project was authorized by voters as part of the renewal of the Capital Improvements Sales Tax in 2017
• City Council formally programmed funding for the project as part of the FY2021 Capital Improvement Plan (CIP)
• City Staff Issued RFQ No. 2020-066 to conduct a Qualification Based Selection for professional engineering services, in accordance with state statutes and local procurement policies
• WSP USA Inc. was selected for the project and satisfactorily conducted negotiations for scope and fee with City Staff. The scope and fee is typical for this type of project.

FIRST MOTION: I move for second reading of an Ordinance authorizing the execution of an agreement for Professional Engineering Services between the City of Lee's Summit, Missouri, and WSP USA for 3rd Street Improvements from Jefferson Street to Blue Parkway (RFQ No. 2020-066) for an amount not to exceed $647,300.00 and authorizing the City Manager to execute an agreement for the same.
SECOND MOTION: I move for adoption of an Ordinance authorizing the execution of an agreement for Professional Engineering Services between the City of Lee's Summit, Missouri, and WSP USA for 3rd Street Improvements from Jefferson Street to Blue Parkway (RFQ No. 2020-066) for an amount not to exceed $647,300.00 and authorizing the City Manager to execute an agreement for the same.
Background:
Improving 3rd Street from Jefferson Street to Blue Parkway was approved by voters as part of the 2017 CIP Sales Tax renewal election in November 2017. The preliminary budget for the project was authorized when the FY 2021 CIP was recommended for approval by the Planning Commission and then adopted by Council Resolution.
The project will re-construct approximately 0.62 miles of 3rd Street from Jefferson Street to Blue Parkway as shown in the City’s 2006 and 2016 Thoroughfare Master Plan documents. The primary reasons for this project is to enhance safety and operations with the addition of complete street amenities to include a shared-use trail, sidewalk, ADA improvements, and lighting as well as access management modifications. An older City water main within the corridor will also be replaced with the project.
Improvements will include roadway rehabilitation and additional user amenities that will highlight the corridor as a principal gateway into Downtown Lee's Summit. The street will incorporate several livable street features and coordinate with the Park Departments greenway master plan. Ancillary work may include temporary and permanent easement and permanent right of way acquisition that will occur in 2021. Pending successful easement acquisition, the project would be built in 2022. WSP USA will be responsible for land surveying services, engineering design, environmental permitting, traffic control plans during construction, coordinating with key stakeholders, and utility coordination.
Impact/Analysis:
This is the City's standard agreement between the City and a consulting engineering firm with regard to engineering services. This agreement will allow WSP USA to provide engineering services to the City.

Other Information/Unique Characteristics:
RFQ No. 2020-066 was publicly advertised starting 4/30/2020. The RFQ was advertised using the City’s web site and www.PublicPurchase.com to notify potential vendors. Twenty-Nine potential vendors viewed the RFQ, and eleven firms submitted responsive qualification submittals by the May 22, 2020 closing date. From that list of eleven, three firms were selected for an interview. After the interviews on June 10, 2020 WSP USA was selected as the most qualified engineering firm to design the project.
