Issue/Request:
An Ordinance authorizing the execution of a license agreement by and between the Oaks Ridge Meadows Homeowners Association and the City of Lee's Summit, Missouri, for the installation and maintenance of improvements to a portion of the City's Rights-of-Way along NE Anderson Drive.

Key Issues:
· The license agreement would allow the Oaks Ridge Meadows Homeowners Association to install and maintain a solar powered flashing crosswalk sign assembly at the existing signed and marked crosswalk located along NE Anderson Drive in front of the Oaks Ridge Meadows community pool. The location is illustrated in Exhibit A.
· The existing crosswalk does not meet conditions for City funding and installation of enhanced crosswalk signage/treatments above and beyond the existing signs and markings. However, staff supports the HOA's request to install such crosswalk enhancements. The requested crosswalk enhancements are allowable standard devices in accordance with the MUTCD. The requested crosswalk enhancements are intended to address resident safety concerns.
· All installed materials would be subject to City staff approval and must be maintained by the HOA. The materials depicted in Exhibit B are illustrative and alternatives may be considered similar to installations that exist along Ward Road near Westview Elementary or that exist along Longview Road near the Rock Island Trail. The City will have no costs associated with the improvements covered by the license agreement. The City would continue to maintain the crosswalk markings and any existing related signs that remain in-place.
