Issue/Request:

An Ordinance  authorizing the execution of an agreement by and between the City of Lee's Summit, Missouri and Hoefer Wysocki Architects, LLC  in an amount not to exceed $684,700.00 (RFQ #2020-20) for professional architecture services for renovation of the police and courts building, and authorizing the City Manager to enter into an agreement for the same.

 

 

Key Issues:

                     General obligation bonds approved by voters in August 2019 provide $5.5 million in funding for design, construction and furnishing of renovations to the police and courts building.

                     A request for qualifications (RFQ) for architectural design services was issued in October 2019.

                     Hoefer Wysocki Architects LLC was the firm selected to perform the design.

 

Proposed Council Motion:

FIRST MOTION: I move for second reading of an Ordinance  authorizing the execution of an agreement by and between the City of Lee's Summit, Missouri and Hoefer Wysocki Architects, LLC  in an amount not to exceed $684,700.00 (RFQ #2020-20) for professional architecture services for renovation of the police and courts building, and authorizing the City Manager to enter into an agreement for the same.

 

SECOND MOTION:  I move for adoption of An Ordinance  authorizing the execution of an agreement by and between the City of Lee's Summit, Missouri and Hoefer Wysocki Architects, LLC  in an amount not to exceed $684,700.00 (RFQ #2020-20) for professional architecture services for renovation of the police and courts building, and authorizing the City Manager to enter into an agreement for the same.

 

Background:

A space needs assessment of the police and courts building was completed in 2019, which recommended renovations to the facility to better meet current needs of the departments. The renovations include improved security features for the building and reconfigures a number of areas to accommodate the growing staff. The renovation project was included in general obligation bonds placed on the August 2019 municipal ballot. The approved bonds provide $5.5 million total funding for the design, construction and furnishing of the necessary renovations.

 

Other Information/Unique Characteristics:

Eight responses to the RFQ were received and two firms were interviewed. Hoefer Wysocki was selected based on experience of staff, similar projects completed, and ideas for the project approach.

Committee Recommendation

A motion was made by Councilmember Carlyle, seconded by Councilmember Forte, that this Ordinance be recommended for approval to City Council. The motion carried unanimously 4-0.
