Issue/Request:

An ordinance authorizing the execution of Modification No. 1 to agreement dated February 28, 2018 (RFQ No. 2018-301) for professional engineering services for Four Streambank Stabilization/Stormwater Management Projects with Allgeier, Martin and Associates, Inc., for an increase of $60,700.00 with an amended not to exceed amount of $225,700, and authorizing the City Manager to enter into an agreement for the same. 

 

Key Issues:

  • The City and Allgeier, Martin and Associates, Inc. entered into an agreement dated February 28, 2018 (RFQ No. 2018-301) for professional engineering services.  
  • During routine bridge inspections, it was discovered that the area near the north side of the culvert which passes Cedar Creek under SW 3rd Street is eroding and is threatening the integrity of SW 3rd Street.
  • The City desires to modify the base agreement with Allgeier, Martin and Associates, Inc. to provide additional scope of engineering services to remediate the area near SW 3rd Street and Cedar Creek.

 

Proposed City Council Motion:

I move for adoption of an Ordinance authorizing execution of Modification No. 1 to agreement dated February 28, 2018 (RFQ No. 2018-301) by and between the City of Lee's Summit, Missouri and Allgeier, Martin and Associates, Inc in an amount not to exceed $225,700.00 for Professional Engineering Services for Four Streambank Stabilization/Stormwater Management Projects.

 

Background:

An agreement between the City and Allgeier, Martin and Associates, Inc. was executed on February 28, 2018 for professional engineering design services for Four Streambank Stabilization/Stormwater Management Projects. In late 2018/early 2019 during routine bridge inspections, it was discovered that the area near the north side of the culvert which passes Cedar Creek under SW 3rd Street is eroding and is threatening the integrity of SW 3rd Street. The design challenges of fixing the issue at the Cedar Creek culvert under SW 3rd Street are comparable in nature, scope and complexity to the other four projects included in the scope of RFQ No. 2018-301. The purpose of this contract amendment is to modify the Four Streambank Stabilization/Stormwater Management project by adding a fifth project called the SW 3rd Street Cedar Creek Culvert Project. This project will be combined with two other projects from the original four projects to bid as a separate project from the other two of the original four. The projects are being bid at different times due to property acquisition delays.

 

Impact/Analysis:

This agreement will allow Allgeier, Martin and Associates, Inc. to develop plans for the SW 3rd Street Cedar Creek Culvert Project. By combining this project into a bid package with two of the other projects from the Four Streambank Stabilization/Stormwater Management Projects, the City will realize a cost savings when compared to the cost to issuing a seperate RFQ for design and bidding the SW 3rd Street Cedar Creek Culvert Project on its own.
