Continuing discussion of establishing a stormwater utility

 

Key Issues:

 

City Council and Staff have recommended creating a stormwater utility to fund local stormwater programs

 

A comprehensive rate study, performed by a Consultant should be completed to help setup the utility

 

Council has asked for clarification to understand what would be included in a rate study

 

Background:

Stormwater levels of service have been visited by many Councils, citizen groups, and City staff from 2004 to present.  The current local resources do not support the desired levels of service.  Council directed City staff to explore the creation of a stromwater utility as means to create an equitable and sustainable funding source for the desired stormwater programs.  Conducting a comprehensive rate study by qualified consultants is a critical step in setting up such the stormwater utility.  This presentation will describe the scope of services, goals, and outcomes of the rate study.
