Title

Stormwater Funding

Body

Issue/Request:

Presentation on current stormwater funding levels as requested by Public Works Committee Chair.

Key Issues:

Current levels of funding/expenses for the stormwater program are well below desired program levels

Background:

Actual expenses for stormwater work in PW Operations Division are roughly $500,000 each fiscal year. These expenses are primarily labor costs plus materials. The amount spent each year is primarily a function of capacity in the Ops group. The stormwater program priority is 6th out of the 8 programs performed. The Engineering Division began tracking stormwater program expenses just two years ago and is spending between $90,000 and $100,000. This is almost entirely labor costs for regulatory compliance, customer service, and assistance to Ops. The desired level of service, as identified previously by the Public Works Committee, would cost approximately $1.6 million annually.

Impact/Analysis:

Stormwater service is primarily a reactive program under current conditions.
