Public Hearing: Community Development Block Grant Annual Action Plan for Program Year 2023-24

In 1994, Lee’s Summit was designated as an Entitlement Community under the Community Development Block Grant (CDBG) Program by the U.S. Department of Housing and Urban Development (HUD). This designation gives the City the authority to administer the grant funds within our City. As an Entitlement Community, the City is required to adopt an Annual Action Plan for each program year that summarizes local actions being taken to address specific needs within the community. The grant distribution aims to achieve priority goals and objectives as established in the 2020-24 Consolidated Plan; this is year four of the City’s five-year Consolidated Plan. For Program Year 2023-24 the City has been allocated $354,909 to manage and distribute within the community.
The City is required to adopt an annual action plan for each program year summarizing local actions being taken to address specific needs of the community’s low-to-moderate income persons. The attached draft Action Plan has been prepared through a public process, which included a press release, pre-application meeting and application period, followed by staff evaluation and prioritization of the applications received. In addition to the funds awarded by HUD, a surplus amount of $ 16,552.90 from prior year CDBG activities is also recommended to be reallocated to the 2023-24 program year.
Following the Public Hearing, there will be a 30-day public comment period prior to City Council adoption.
Recommendation
I move that the CEDC recommend that the City Council approve the attached 2023-24 Annual Action Plan by ordinance.
