Issue/Request:
An Ordinance approving the award of RFP No. 2022-038, for the purchase of commercial driver's license training services on an as needed basis, to Diversified Logistics Training Solutions (DLTS), for a one-year term with up to four, one-year renewals, and authorizing the City Manager to execute the same for the City.
Key Issues:
• Multiple departments require employees to obtain a Commercial Drivers License (CDL) as a job requirement to operate equipment with GVWR over 26,001 pounds.
• Beginning February 7, 2022, the Federal Motor Carrier Safety Administration is imposing additional requirements for entry-level drivers.
• Theory and behind the wheel curricula must cover all topics outlined in 49 CFR, Part 380, appendices A through E.
• Entry level drivers must obtain applicable training from a provider listed on the Training Provider Registry, prior to taking a relevant behind the wheel skills or knowledge test.
• Instructors must meet the requirements of the Code of Federal Regulations, Title 49, subtitle B, Chapter III, Subchapter B, Part 308.605.

I move to recommend to City Council approval of an Ordinance approving the award of RFP No. 2022-038, for the purchase of commercial driver's license training services on an as needed basis, to Diversified Logistics Training Solutions (DLTS), for a one-year term with up to four, one-year renewals, and authorizing the City Manager to execute the same for the City.
Background:
Several departments require commercial driver's license (CDL) as a requirement of employment. Vehicles with a gross vehicle weight rating (GVWR) of 26,001 or more requires the driver have the appropriate CDL. Departments have, in the past, utilized staff to provide basic training to new employees to complete the CDL testing requirements and obtain the license. However, beginning February 7, 2022, entry level drivers are required to receive training from trainers that meet all of the criteria of the Code of Federal Regulations, Title 49, Subtitle B, Chapter III, subchapter B, Part 380. An RFP was issued to contract with qualified CDL trainers. Diversified Logistics Training Solutions was the only qualified and responsive proposal received. Diversified Logistics Training Solutions meets all criteria of the Code of Federal Regulations, Title 49, Subtitle B, Chapter III, subchapter B, Part 380.
