Issue/Request:

An Ordinance approving the award of RFQ No. 2022-040 for professional engineering services for the Ward Road Improvements (NW O'Brien Road to NW Blue Parkway) Project to Walter P. Moore and Associates, Inc., for an amount not to exceed $444,315.00, and authorizing the City Manager to execute an agreement for the same.

 

 

Key Issues:

                     As approved under the FY22 Capital Improvement Plan and supported by the City's Livable Streets Policy, the City intends to enhance the safety and operations of Ward Road from NW O'Brien Road to NW Blue Parkway that will accommodate vehicles, cyclists and pedestrians (hereinafter "Project").

 

                     City staff publicly advertised RFQ No. 2022-040 seeking qualified firms to provide professional engineering services to design the Project.

 

                     After review of those submissions for RFQ No. 2022-040, Walter P. Moore and Associates, Inc. (hereinafter "Engineer") was determined to be the most qualified firm to undertake such an assignment.

 

                     Following successful scope and fee negotiations, the City desires to enter into an agreement with Engineer to design the Project.

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving the award of RFQ No. 2022-040 for professional engineering services for the Ward Road Improvements (NW O'Brien Road to NW Blue Parkway) Project to Walter P. Moore and Associates, Inc., for an amount not to exceed $444,315.00, and authorizing the City Manager to execute an agreement for the same.

 

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance approving the award of RFQ No. 2022-040 for professional engineering services for the Ward Road Improvements (NW O'Brien Road to NW Blue Parkway) Project to Walter P. Moore and Associates, Inc., for an amount not to exceed $444,315.00, and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION:  I move for adoption of an Ordinance approving the award of RFQ No. 2022-040 for professional engineering services for the Ward Road Improvements (NW O'Brien Road to NW Blue Parkway) Project to Walter P. Moore and Associates, Inc., for an amount not to exceed $444,315.00, and authorizing the City Manager to execute an agreement for the same.

 

Background:

This project will improve approximately 2,000 feet of Ward Road from NW O'Brien Road to NW Blue Parkway as identified and approved in the Capital Improvement Plan.  This project was among the transportation improvements committed as part of the 2017 CIP Sales Tax Renewal.  The primary purpose of the project is to enhance safety and operations of the corridor for motorists, cyclists, and pedestrians.  This is the first of two phases for planned improvements to Ward Road between Blue Parkway and Chipman Road.  The second phase from O'Brien to Chipman was deferred for other priorities and available fund balance to future years in the CIP.  Phase one was identified by City Council as a higher priority due to existing conditions, elementary school presence, and lack of sidewalks in the immediate area in comparison to the portion of Ward Road to be addressed in the second phase of work.

 

The project will include the addition of bicycle lanes, sidewalk, curb and enclosed storm drainage, and street lighting. These features are design elements described in the City’s Livable Streets Policy necessary to accommodate multi-modal traffic along this street.  Sidewalk gaps along the adjoining section of Blue Parkway between Ward Road and 2nd Street/Blue Parkway intersections will also be included.

 

Funding for the project comes from the 2017 CIP Sales Tax Renewal in addition to Water and Sewer Construction funds for improvements to existing water and sewer infrastructure within the project limits.

 

Impact/Analysis:

Public Works Engineering issued RFQ No. 2022-040 on January 12, 2022, requesting qualifications for professional engineering services for the Project.  The RFQ was advertised on the City's website and was published through Public Purchase.  106 firms were notified via Public Purchase, 42 firms downloaded the RFQ, and eight (8) firms submitted responsive statements of qualifications prior to the February 2, 2022, closing date.  Three firms were selected for interviews before an evaluation team composed of four Lee's Summit Public Works and Water Utilities staff.
