AN ORDINANCE APPROVING THE EXECUTION OF A PUBLIC SERVICE AGREEMENT BY AND BETWEEN LEE’S SUMMIT ECONOMIC DEVELOPMENT COUNCIL. AND THE CITY OF LEE’S SUMMIT, MISSOURI, FOR SERVICES TO BE PROVIDED TO THE CITY.
Key Issues:
The Lee's Summit Economic Development Council (EDC) is a nonprofit organization with the mission to attract and retain business investment and jobs by partnering with allies to create and market a high-quality-of-life, pro-business community.
Each year the City of Lee’s Summit enters into a Public Service Agreement with the EDC for the purpose of the furthering the City’s efforts to promote economic development, which in turn supports a healthy tax base that provides for City services.
Because of this purpose, and so as not to duplicate efforts, the City has contracted with the EDC each year for several years for business recruitment, development, and retention services for the community. This contract, known as a Public Service Agreement, is reviewed each year and funded for another year through the City’s annual budget process.
The proposed public service agreement (PSA) was reviewed by the Community and Economic Development City Council Committee to confirm the proposed scope of services and was then referred to the Finance and Budget City Council Committee to identify available funds. The proposed FY17 PSA will allocate $250,911 to the EDC for economic development activities.

First Motion: I MOVE FOR SECOND READING OF AN ORDINANCE APPROVING THE EXECUTION OF A PUBLIC SERVICE AGREEMENT BY AND BETWEEN LEE’S SUMMIT ECONOMIC DEVELOPMENT COUNCIL. AND THE CITY OF LEE’S SUMMIT, MISSOURI, FOR SERVICES TO BE PROVIDED TO THE CITY.
Second Motion: I MOVE FOR ADOPTION OF ORDINANCE APPROVING THE EXECUTION OF A PUBLIC SERVICE AGREEMENT BY AND BETWEEN LEE’S SUMMIT ECONOMIC DEVELOPMENT COUNCIL. AND THE CITY OF LEE’S SUMMIT, MISSOURI, FOR SERVICES TO BE PROVIDED TO THE CITY.
Background:
The annual funding outlined in the public service agreement is $250,911 which is generated by the hotel/motel tax. In 1998, voters approved a 5% tax of gross daily rental receipts derived from transient guests for sleeping accommodations. The Hotel/Motel tax, or bed tax, was intended to promote the general economic welfare of the City including attraction and retention of business and industry to the community and the promotion and provision of facilities for tourism, conventions, and visitors.
This amount is an increase of $32,943 and returns funding to previous historical amounts after funding was reduced during the recession.
