Issue/Request:
An Ordinance approving a State Block Grant Agreement for eligible preliminary project costs towards the construction of the Runway 11-29, Taxiway Bravo and Taxiway Charlie Reseal, Joint Seal and Remarking project for the Lee’s Summit Municipal Airport between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission in the amount of $203,813.00 and authorizing the Mayor to execute an agreement for the same.
Key Issues:
• The Commission has agreed to award funds to the City with the understanding that such funds will be used for a project pursuant to this State Block Grant Agreement.
• The purpose of this agreement is to provide financial assistance to the City under the State Block Grant Program for the Runway 11-29, Taxiway Bravo and Taxiway Charlie Reseal, Joint Seal and Remarking project.
• The project period shall be from the date of the execution by the commission to December 31, 2024.
• The initial amount of this grant is not to exceed $203,813.00 for eligible preliminary project costs.
• The amount of this grant represents 90% of eligible project costs.
• the initial amount of local matching funds to be furnished by the City is not to exceed $22,645.00
• This grant shall expire and the Commission shall not be obligated to pay any part of the costs of the project unless this grant Agreement has been executed by the City on or before May 1, 2024, or such subsequent date as may be prescribed in writing by the Commission.

I move to recommend to City Council for approval of an Ordinance approving a State Block Grant Agreement for eligible preliminary project costs towards the construction of the Runway 11-29, Taxiway Bravo and Taxiway Charlie Reseal, Joint Seal and Remarking project for the Lee’s Summit Municipal Airport between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission in the amount of $203,813.00 and authorizing the Mayor to execute an agreement for the same.
Background:
The existing concrete for Runway 11-29 and Taxiway Bravo are over twenty-eight years old. The existing concrete pavement for taxiway Charlie is over ten years old. As part of the airport’s pavement maintenance program the joint seal material requires replacement periodically throughout the life of the pavement. Daily pavement inspections provide feedback on the condition of pavement conditions. Based on observations of both of these pavements they are nearing that period which will require the replacement of the joint seal material, spall repair of any concrete areas that are breaking up and remarking of the pavement. Similar work was performed on Runway 11-29 and Taxiway Bravo over 10 years ago. Construction traffic on Taxiway Charlie over the past several years has advanced the need for the planned.
The Runway 11-29, Taxiway Bravo and Taxiway Charlie Reseal, Joint Seal and Remarking projects are included in the adopted FY24 Capital Improvement Plan.
