An Ordinance awarding the bid for Project No. 47732472 for the LXT Hangar 2 and East Side Development Project to Fogel-Anderson Construction Co in the amount of $16,833,559.53 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• This project includes the construction of two projects identified in the adopted Airport Master Plan and FY24 CIP; Site Development - East Side Terminal Area and Hangar 2.
• The Site Development - East Side Terminal Area construction is being funded by the Transportation Sales Tax.
• Hangar 2 construction is being funded by the Transportation Sales Tax and 2023 NTIB Transportation funds.
• The Hangar 2 project will also include the construction of the LSR7 Aerospace Academy as part of a partnership between the City of Lee’s Summit and the LSR7 School District. Funding for this portion of construction will be provided by the LSR7 School District.
• Public Works Engineering issued a bid for Project No. 47732472 on January 5, 2024, in accordance with local policies and state statutes.
• Fogel-Anderson Construction Co. (hereinafter “Contractor”) was determined to be the lowest and best responsible bidder by City staff.
• The City desires to enter into an agreement with the Contractor to construct Project No. 47732472.
Proposed Committee Motion:
I move to recommend to City Council for approval of an Ordinance awarding the bid for Project No. 47732472 for the LXT Hangar 2 and East Side Development Project to Fogel-Anderson Construction Co in the amount of $16,833,559.53 and authorizing the City Manager to execute an agreement for the same.
Background:
As part of Phase I of the LXT Master Plan Update (MPU), a preferred alternative was presented for the development of the east side of the airfield. The preferred airfield alternative is the product of several planning efforts such as the forecast of aviation demand and the assessment of the need for future aeronautical and non-aeronautical facilities at LXT. Additionally, the preferred airfield alternative is the result of continuous communication, coordination, and workshops between the Airport, the consulting team, the City of Lee’s Summit, and various Airport stakeholders. This project will provide for the construction of the Site Development - East Side Terminal Area and Hangar 2 Projects, which are both included in the preferred airfield alternative. This project will include the following:
• City owned utilities (water, sanitary, storm) within the project limits. The project also coordinates with 3rd party utilities (gas, electric, communications) to provide necessary infrastructure to the area.
• The ring road and parking areas necessary to support Hangar 2 and future development.
• Construction of Hangar 2.
• Construction the City terminal space and FBO within Hangar 2.
• Construct the LSR7 Aerospace Academy within Hangar2.
The Site Development - East Side Terminal Area and Hangar 2 Projects are included in the adopted Airport Master Plan and FY24 Capital Improvement Plan.
