Issue/Request:
An Ordinance approving a State Block Grant Agreement for eligible preliminary project costs towards the preparation of a GA Terminal Design for the Lee’s Summit Municipal Airport between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission in the amount of $427,689 and authorizing the Mayor to execute an agreement for the same.
Key Issues:
• The Commission has agreed to award funds to the City with the understanding that such funds will be used for a project pursuant to this State Block Grant Agreement.
• The purpose of this agreement is to provide financial assistance to the City under the State Block Grant Program for the design of a new GA Terminal Building at the Lee’s Summit Municipal Airport.
• The project period shall be from the date of the execution by the commission to December 31, 2024.
• The initial amount of this grant is not to exceed $427,689.00 for eligible preliminary project costs.
• The amount of this grant represents 95% of eligible project costs.
• The initial amount of local matching funds to be furnished by the City is not to exceed $22,509.00.
• This grant shall expire and the Commission shall not be obligated to pay any part of the costs of the project unless this grant Agreement has been executed by the City on or before May 1, 2024, or such subsequent date as may be prescribed in writing by the Commission.

I move to recommend to City Council for approval of an Ordinance approving a State Block Grant Agreement for eligible preliminary project costs towards the preparation of a GA Terminal Design for the Lee’s Summit Municipal Airport between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission in the amount of $427,689.00 and authorizing the Mayor to execute an agreement for the same.
Background:
The Airport Master Plan Update includes a modern GA Terminal Building as part of the east side development. The new facility will include modern day design and material considerations. It will also enable the future relocation of the remainder of Parallel Taxiway A to meet C-II design.
This project is for design only of a new GA Terminal Building to be later constructed as part of the east side terminal area development . This project is being funded with ATP Grant Funds thru the Bipartisan Infrastructure Law and the Transportation Sales Tax.
The initial grant funding for this project is $427,689.00 plus local funding of $22,509.00 for a total funding of $450,198. The proposed CMT modification totals $446,199.
