Issue/Request:

An Ordinance approving Change Order No. 2 to the agreement with Wiedenmann, Inc. for the Stormwater Improvements: SE Hackamore Drive Project, Project No. 576322-7C-1, for an increased amount of $84,598.29 for a revised agreement amount of $941,048.36 and authorizing the City Manager to execute an agreement for the same.

 

 

Key Issues:             

                     Pursuant to Ordinance No. 9509, the City and Wiedenmann, Inc. (hereinafter “Contractor”) entered into an agreement for the construction of the Stormwater Improvements: SE Hackamore Drive Project, Project No. 576322-7C-1 (hereinafter “Base Agreement”).

                     The City and Contractor modified the Base Agreement, as amended, per Change Order No. 1, Administratively, in accordance with the City’s Procurement Policy.

                     The City desires to further modify the Base Agreement, as amended, to increase the agreement amount due to stormwater pipe re-alignment, concrete infill installation, fencing requirements and additional bedrock excavation in order to complete the work.

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving Change Order No. 2 to the agreement with Wiedenmann, Inc. for the Stormwater Improvements: SE Hackamore Drive Project, Project No. 576322-7C-1, for an increased amount of $84,598.29 for a revised agreement amount of $941,048.36 and authorizing the City Manager to execute an agreement for the same.

 

 

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance approving Change Order No. 2 to the agreement with Wiedenmann, Inc. for the Stormwater Improvements: SE Hackamore Drive Project, Project No. 576322-7C-1, for an increased amount of $84,598.29 for a revised agreement amount of $941,048.36 and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance approving Change Order No. 2 to the agreement with Wiedenmann, Inc. for the Stormwater Improvements: SE Hackamore Drive Project, Project No. 576322-7C-1, for an increased amount of $84,598.29 for a revised agreement amount of $941,048.36 and authorizing the City Manager to execute an agreement for the same.

 

 

 

Background:

Change Order No. 1 was approved administratively to take care of water meter relocation and reconnection, as well as a fire hydrant extension adding unexpected expense.

 

This change, Change Order No. 2, will address stormwater pipe alignment issues. During construction, a conflict was discovered between the stormwater improvements and an existing sanitary manhole.  To adjust for this conflict, the alignment of the new stormwater pipe was adjusted to match field conditions.  The pedestrian fencing required to protect the retaining wall will be upgraded to meet fall protection standards. Concrete infill after fence installation will be placed to provide a better finished product to reduce future maintenance. Additional bedrock had to be excavated due to lowering the pipe and the existing bid items were overrun in order to complete the project as designed.

 

 

 

Impact/Analysis:

Upsizing the stormwater system serving SE Hackamore Drive will protect residential properties from structural flooding during 100-year rain events.
