Issue/Request:

An Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit.

 

Key Issues:

 

                     The City's Schedule of Stopping, Standing and Parking Restrictions, codified through Section 29-382 of the Code of Ordinances and attached as Appendix B to Chapter 29 of the Code, recites the stopping, standing and parking restrictions for various streets and segments of streets located in the City

 

                     A revision of certain stopping, standing and parking restrictions are found to be appropriate on the basis of engineering and traffic investigation

 

                     These changes to Appendix B, Schedule of Stopping, Standing and Parking Restrictions, were requested by staff as well as residents in the interest of public safety and traffic operations.

 

                     The City Traffic Engineer determined that it is appropriate to amend Appendix B for these restrictions in the manner shown below

 

 

Proposed Committee Motion:

I move to recommend to the full City Council approval of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit.

 

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of An Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit.

 

SECOND MOTION: I move for adoption of An Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit.

 

Background:

 

This ordinance would add the following locations to Sec. 1, No Parking, of Appendix B, Schedule of Stopping, Standing and Parking Restrictions, in Chapter 29, Traffic and Motor Vehicles, of the Code of Ordinances, City of Lee’s Summit, Missouri:

 

Arborfair Drive from Arbor Row Drive to Wysteria Drive - This restriction was initiated by a resident petition and addresses resident concerns of vehicles parking on both sides of a narrow street.  Restricting parking on the south side will allow for drivers to better navigate the area as desired by residents in agreement with the City Traffic Engineer.   

 

Arbormill Terrace from Arbor Row Drive to Arborway Drive - This restriction was initiated by a resident petition and addresses resident concerns of vehicles parking on both sides of a narrow street.  Restricting parking on the north side will allow for drivers to better navigate the area as desired by residents in agreement with the City Traffic Engineer.   

 

Arborwalk Boulevard from Arborlake Drive to Arborway Drive - This restriction would prohibit parking on both sides of Arborwalk Boulevard and is supported by the nearby residents.  There are no properties with direct access onto Arborwalk Blvd, but residents are concerned that parking will become more problematic as the area continues to develop.  The City Traffic Engineer supports this request of nearby residents and their petition.

 

Redbuck Circle (eastern segment) from Rockbridge Drive to Corinthian Lane is currently marked No Parking on both sides due to the narrow width of the street.  The existing No Parking was previously autorized by the City Traffic Engineer with authority granted in the Code of Ordinances in consideration of previously approved development plans.  The No Parking signs were installed with the development project.  As normal practice, this segment of No Parking will be added into Schedule B for Stopping, Standing, and Parking Restrictions for ease of reference by residents and enforcement.  

 

This ordinance would also add the following location to Sec. 8, No Stopping, of Appendix B, Schedule of Stopping, Standing and Parking Restrictions, in Chapter 29, Traffic and Motor Vehicles, of the code of Ordinances, City of Lee’s Summit, Missouri:

 

Green Street from Wilson Street to 75 feet south of Wilson Street is currently marked No Stopping or Standing, for safety purposes in proximity to the elementary school in accordance with the Code of Ordinances and by authority granted therein to the City Traffic Engineer.  The No Stopping location will be added to Schedule B for Stopping, Standing, and Parking Restrictions for ease of reference by residents and enforcement.  This will be remain No Stopping, the most restrictive regulation, at the request of the Lee’s Summit Elementary Principal to ensure this area is not blocked as busses traverse the area during drop-off and pick-up.    

 

Impact/Analysis:

This amendment should establish the No Parking and No Stopping restrictions in Schedule B for effect and to improve public reference and clear record for these restrictions.  These restrictions will also help to improve traffic flow and safety.
