A Resolution authorizing the Municipal Airport Ultralight Rules.

Key Issues:
· Need for regulation: The proposed ultralight rules are necessary to ensure the safe and efficient operation of the airport.
· Compatibility issues: Ultralights and other aircraft are incompatible and pose a safety risk when operating in the same airspace.
· Safety of Operations: The Airport may establish rules and regulations to ensure the safe and efficient operation of the airport .
· FAA review: The proposed rules have been reviewed by the FAA and no conflict with existing regulation were noted.

Background:
· In July 2022, Ultralights began operating near arriving and departing aircraft.
· Staff has been working with the Ultralight operators to find a safer location to depart and arrive to on the Airport.
· Recently, Ultralight operations have continued to be seen over the top of the Airport, operating in the extended runway centerlines and orbiting off the end of runways.
· In August 2023, the Airport received notification from the FAA that a complaint had been made to the FAA regarding Ultralight flights at the Airport.
· The FAA recommended the Airport develop Rules and Regulations specific to Ultralight operations at LXT to minimize risk.
· The proposed Ultralight Rules will reduce the risk of a conflict between Ultralight and other aircraft operating at the airport.

Federal Grant Assurance 22-a, It will make the airport available as an airport for public use on reasonable terms and without unjust discrimination to all types, kinds, and classes of aeronautical activities, including commercial aeronautical activities offering services to the public at the airport."
