Issue/Request:

An Ordinance approving the award of RFQ No. 2024-015 for Design Services for Remodel and Repurpose of Fire Station 5 to Hoefer Welker for an amount not to exceed $309,320.00 and authorizing the City Manager to enter into an agreement for the same.

 

Key Issues:

                     In April 2023, voters approved a No Tax Increase Bond to remodel and repurpose former Fire Station 5.

 

                     City staff publicly advertised RFQ No. 2024-015 seeking qualified firms to provide professional architect design services for the remodel and repurpose of former Fire Station 5 at Windemere Drive and M-150.

 

                     Hoefer Welker was evaluated to be the most qualified firm for this project.

 

                     Following successful scope and fee negotiations, City staff recommends to enter into an agreement with Hoefer Welker for this project.

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving the award of RFQ No. 2024-015 for Design Services for Remodel and Repurpose of Fire Station 5 to Hoefer Welker for an amount not to exceed $309,320.00 and authorizing the City Manager to enter into an agreement for the same.

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance approving the award of RFQ No. 2024-015 for Design Services for Remodel and Repurpose of Fire Station 5 to Hoefer Welker for an amount not to exceed $309,320.00 and authorizing the City Manager to enter into an agreement for the same.

 

SECOND MOTION:  I move for adoption of an Ordinance approving the award of RFQ No. 2024-015 for Design Services for Remodel and Repurpose of Fire Station 5 to Hoefer Welker for an amount not to exceed $309,320.00 and authorizing the City Manager to enter into an agreement for the same.

 

Background:

In April 2023, voters approved a No Tax Increase Bond for a number of public safety initiatives.  This bond issue authorized funding for a Public Safety Operations Coordination Center, a complete remodel of Fire Station 1, and the remodel and repurpose of former Fire Station 5 on Windemere Drive as a south police substation.

 

As part of the Fire Department’s on-going, long-range planning efforts, Fire Stations 4 and 5 were identified for replacement and are currently under construction.  Former Fire Station 5 on Windemere Drive has been identified as an appropriate location for a south police substation.

 

This police substation would enhance police presence in southern part of the city, establish improved connections with the community, increase basic police services in the area, and provide more convenient reporting and interaction with citizens and businesses.

 

City staff intends to use the design-bid-build project delivery method for this substation.  As part of the design and construction process, the City will contract with a design firm and a construction manager.  The first step is to enter into this agreement with Hoefer Welker for professional design services and construction support services. 

 

A seven (7) member selection committee consisting of City staff from Fire, Public Works, Administration, Police, and Central Building Services reviewed all the submittals and selected the top 5 firms to interview.  A copy of the committee ranking sheet of the top 5 firms is attached.  After the interview portion, Hoefer Welker was selected by the committee as the best qualified firm.  After successfully negotiations between the City and Hoefer Welker for scope and fee for services, City staff recommends for the award of RFQ No. 2024-015 to Hoefer Welker.

 

Impact/Analysis:

 

Public Works Engineering issued RFQ No. 2024-015 on August 18, 2023 that addressed the design services for the remodel and repurpose of Fire Station 5.  The RFQ was advertised on the City's website and was posted to Public Purchase.  296 firms were notified via Public Purchase and five (5) firms submitted responsive statements of qualifications.
