Issue/Request:

An Ordinance approving Modification No. 2 to the On-Call Agreement for Professional Engineering Services (Original RFQ No. 2022-030) between the City of Lee's Summit, Missouri and Olsson Associates, Inc., in the amount of $96,540.00, for Professional Engineering Services for the I-470 Sewer Crossing Design and authorizing the City Manager to execute the same.

 

Key Issues:

                     The 2022 Wastewater Master Plan identified a future opportunity to eliminate the Douglas Road Pump Station, near St. Luke’s East Hospital through construction of a new gravity main from the Douglas Road Pump Station to the Little Cedar Interceptor.  This gravity main will cross I-470.

                     The Douglas Road Pump Station is in the same drainage basin as the Discovery Park development site.

                     The I-470 Sewer Crossing location is to be coordinated with the sanitary sewer layout for the Discovery Park development.  Olsson Associates, Inc. is the design engineer for the Discovery Park development site.

                     The project was approved in the FY23 CIP and the construction will be reimbursed through the ARPA Wastewater Legislative Priority Grant.

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance approving Modification No. 2 to the On-Call Agreement for Professional Engineering Services (Original RFQ No. 2022-030) between the City of Lee's Summit, Missouri and Olsson Associates, Inc., in the amount of $96,540.00, for Professional Engineering Services for the I-470 Sewer Crossing Design and authorizing the City Manager to execute the same.

 

SECOND MOTION: I move for adoption of an Ordinance approving Modification No. 2 to the On-Call Agreement for Professional Engineering Services (Original RFQ No. 2022-030) between the City of Lee's Summit, Missouri and Olsson Associates, Inc., in the amount of $96,540.00, for Professional Engineering Services for the I-470 Sewer Crossing Design and authorizing the City Manager to execute the same.

 

Background:

The Douglas Road Pump Station is located south of I-470 near the St. Luke’s East Hospital.  The pump station is located at the top of a sewage drainage basin that naturally wants to drain to the northwest towards the City’s Little Cedar Interceptor, through undeveloped land on the north side of I-470.  The station was constructed in 1994 and currently serves the commercial development along Douglas Road.  The 2022 Wastewater Master Plan included a review of the existing Douglas Road Pump Station and identified an opportunity to eliminate the pump station through the installation of a gravity sewer as the infrastructure north of I-470 develops. 

 

The proposed Discovery Park Development, located between Colbern Road and I-470 on the north and south and Douglas Road and Main Street on the east and west, lies within the same drainage basin as the Douglas Road Pump Station and will ultimately discharge to the City’s Little Cedar Interceptor.  The construction of the sanitary sewer infrastructure in the Discovery Park development will provide an opportunity for the City to eliminate the Douglas Road Pump Station. 

 

Olsson Associates, Inc. is the design engineer for the Discovery Park development.  It was deemed best to coordinate the location of the future gravity sewer main, including the crossing of I-470, with the Discovery Park development prior to construction of their infrastructure.  Olsson Associates, Inc. was able to provide a preliminary analysis for the sanitary gravity main to transmit the flows from Douglas Road Pump Station to Discovery Park development’s proposed collection system, including the size and location of the casing pipe under I-470 as well as the carrier pipe.  This modification is for the design and development of construction documents for the sewer crossing to allow the City to proceed with the construction of the sewer crossing.  The design and the construction of the gravity sewer main will occur according to the schedule for the development of the later phases of the Discovery Park development.  The project was approved in the FY23 CIP and the construction will be reimbursed through the ARPA Wastewater Legislative Priority Grant.

 

Impact/Analysis:

The design and construction of this sewer crossing will allow the elimination of an existing pump station, the Douglas Road Pump Station, which will eliminate annual expenses related to the operation and maintenance of the pump station.
