A Resolution approving the 2023 Strategic Plan for the City of Lee’s Summit Water Utilities Department.



Key Issues:
The Water Utilities Strategic Plan has been completed and is ready to be presented for approval to the Public Works Committee.


Background:
The Water Utilities Department has been working for the past year with our consultant HDR Engineering, Inc (HDR) on the creation of an updated Strategic Plan. The last Strategic Plan was completed in 2011 and had a planning periods of 3, 5, and 10-year windows. Most of the initiatives which were proposed in the 2011 Strategic Plan have been implemented.
The updated Strategic Plan and Tactical Plan follows the City of Lee’s Summit Ignite! Strategic Plan, the City's of Lee's Summit’s and the Utility's Mission, Vision and Values, and the 10 Attributes of a successful utility established by the American Water Works Association (AWWA).
HDR started this process by performing a benchmarking assessment on the Utility based on the AWWA standards. Input for the Strategic Plan was sought from City Council, and City Administration and the Water Utilities Citizen Survey and the Water Utilities Employee Survey data was included. The data gathered from those sources was presented to the Water Utilities Advisory Board (WUAB) and Goals and Strategies where developed using their input as well as input from HDR and the Water Utilities staff.
Using the newly created Goals and Strategies HDR created 2 documents. The first is an overarching Strategic Plan listing our Goals and Strategies going forward. The second document is a Tactical Plan listing specific tasks and measurable's to be completed to support those larger Goals and Strategies.
