Proposed City Council Motion:

I move for the adoption of a Resolution approving a Memorandum of Understanding between the City and the Parks and Recreation Board.

 

Background:

 

The City operates under a Charter form of government that was last updated after voter approval in April of 2017 ("Charter").  The Parks and Recreation Board is created under Article VIII of the Charter ("Board").  This citizen board is appointed by the Mayor with the advice and consent of a majority of the entire Council.  It has certain powers that are contained under Article VIII of the Charter.  As the Charter vests the administrative authority of the City to the City Manager, the Charter also vests the administrative authority of the Parks and Recreation Department to the Parks and Recreation Administrator. 

 

The purpose of this Memorandum of Understanding ("MOU") is to further define the respective roles and responsibilities of the City and Board pursuant to the Charter and recognize the value of the partnership between the City and Board to share the same brand for the continued betterment of the community.

Recommendation

Staff recommends adoption of the proposed Resolution.  The Park Board approved the Memorandum of Understanding at their May 24, 2023 Park Board meeting.
