Issue/Request:
An Ordinance authorizing the City of Lee's Summit to require fingerprinting of applicants or licensees in specified occupations for the purpose of receiving state and national criminal history record information.

Key Issues:
The City of Lee’s Summit regulates the licensure for liquor through Chapter 4 of the Code of Ordinances, the issuance of an identification cards as a solicitor/peddler through Chapter 20 of the Code of Ordinances, and the issuance of certificates of registration to armed or unarmed private security guard through Chapter 22 of the Code of Ordinances within the City of Lee’s Summit.
The City of Lee's Summit desires to receive criminal history record information from the Missouri State Highway Patrol and the Federal Bureau of Investigation (FBI) pursuant to Chapter 43, Section 43.535 RSMo. of applicants and licensees in these specified occupations. Criminal history record information will assist the City in performing duties related to the issuance of liquor licenses, solicitor/peddler identification cards, and armed or unarmed private security guard certificates.
The City also desires to use the criminal history record information to screen those seeking prospective employment, continued employment, or volunteer positions with the City of Lee's Summit. The City of Lee’s Summit desires to enact an ordinance to facilitate the receipt of criminal history record information from the Missouri State Highway Patrol, Criminal Justice Information Services (CJIS) Division and the Federal Bureau of Investigation (FBI) pursuant to Chapter 43, Section 43.535 RSMo.
