Issue/Request:

An Ordinance approving Modification No. 5, to the agreement with Crawford, Murphy and Tilly, Inc. for On-Call Professional Planning & Engineering Services for the airport (RFQ No. 2020-067) in the amount of $73,000.00, and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

                     The City and Engineer entered into an On-Call Agreement dated August 26, 2020 (RFQ No. 2020-067) for professional planning & engineering services for the Airport (hereinafter “Base Agreement”).

                     The Base Agreement was modified with Modification No. 1 dated September 14, 2021.

                     The Base Agreement was modified with Modification No. 2 dated December 1, 2022.

                     The Base Agreement was modified with Modification No. 3 dated March 13, 2023.

                     The Base Agreement was modified with Modification No. 4 dated June 28, 2023.

                     The City and Engineer desire to amend the provisions of the Base Agreement, as modified, as provided herein.

                     The amended engineering services contained in this Modification No. 5, were services originally contemplated by the City and the Engineer when entering into the Base Agreement, and which were included in the request for qualifications review that was conducted by the City when awarding the contract for the Base Agreement.

                     The Engineer has submitted a proposal for the amended engineering services and an estimate of engineering costs to perform said services.

                     Funding for this project is provided through a Federal Grant and the City’s Transportation Sales Tax and is an approved project in the FY23 Capital Improvement Plan.

                     The City Manager is authorized and empowered by the City to execute contracts providing for engineering services.

 

Proposed Committee Motion:

I move to recommend to City Council for approval of an Ordinance approving Modification No. 5, to the agreement with Crawford, Murphy and Tilly, Inc. for On-Call Professional Planning & Engineering Services for the airport (RFQ No. 2020-067) in the amount of $73,000.00, and authorizing the City Manager to execute an agreement for the same.

 

Background:

The existing concrete for Runway 11-29 and Taxiway Bravo are over twenty-eight years old.  The existing concrete pavement for taxiway Charlie is over ten years old.  As part of the airport’s pavement maintenance program the joint seal material requires replacement periodically throughout the life of the pavement.  Daily pavement inspections provide feedback on the condition of pavement conditions.  Based on observations of both of these pavements they are nearing that period which will require the replacement of the joint seal material, spall repair of any concrete areas that are breaking up and remarking of the pavement.  Similar work was performed on Runway 11-29 and Taxiway Bravo over 10 years ago. Construction traffic on Taxiway Charlie over the past several years has advanced the need for the planned work.

The Reseal Joint and Marking of Runway 11-29, Taxiway Bravo and Taxiway Charlie are included in the adopted FY23 Capital Improvement Plan.

This modification is to provide the Construction Phase Services as required by the Federal Aviation Administration, FAA.
