An Ordinance approving the award of Bid Number 2021-066 to Tandem Paving Co., Inc., for on-call Asphalt Construction and Repairs, and authorizing the City Manager to execute an agreement for the same for a period of one year with four possible one-year renewal options.
Key Issues:
• Multiple City departments need to have asphalt pavement repairs performed.
• City staff issued Bid Number 2021-066 seeking qualified firms to provide on-call pavement construction for the Parks Department and the City. (hereinafter "Bid N0. 2021-066").
• Tandem Paving Co., (hereinafter "Contractor") was determined to be the lowest and best bidder by City staff.
• Funding for Bid No. 2021-066 is provided by specific projects or programs approved by Council in the City's annual operating budget or Capital Improvement Plan.
• The City desires to enter into an agreement with Contractor to provide the Services.

I move to recommend to the City Council approval of an Ordinance approving the award of Bid Number 2021-066 to Tandem Paving Co., Inc., for on-call Asphalt Construction and Repairs, and authorizing the City Manager to execute an agreement for the same for a period of one year with four possible one-year renewal options.

FIRST MOTION: I move for a second reading of an Ordinance approving the award of Bid Number 2021-066 to Tandem Paving Co., Inc., for on-call Asphalt Construction and Repairs, and authorizing the City Manager to execute an agreement for the same for a period of one year with four possible one-year renewal options.
SECOND MOTION: I move for adoption of an Ordinance approving the award of Bid Number 2021-066 to Tandem Paving Co., Inc., for on-call Asphalt Construction and Repairs, and authorizing the City Manager to execute an agreement for the same for a period of one year with four possible one-year renewal options.
Background:
Establishing an on-call Asphalt Construction and Repairs Yearly Contract streamlines the process to provide various City departments the ability to obtain pavement repairs on projects as they arise. This work includes asphalt milling and asphalt patching.
Bid No. 2021-066 will primarily be used on the City's annual pavement management programs. Funding for the repairs is included in the capital project budgets.

Finish: 1 to 5 years, depending on renewal options
Other Information/Unique Characteristics:
Procurement and Contract Services advertised for bids for Bid No. 2021-066 on September 28, 2021. Potential bidders were notified through the City website and Public Purchase. Twelve (12) suppliers downloaded the document. One (1) responsive bids were received by the October 6, 2021 bid opening date. The bids were evaluated, and City staff determined Tandem Paving Co., Inc. to be the lowest and best responsible bidder.
