Issue/Request:

An Ordinance approving a Congestion Mitigation and Air Quality Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number CMAQ 3302(429), Intersection of Ward & Persels, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.

 

 

Key Issues:

 

•    Pursuant to the FY2021 Capital Improvement Plan, the City planned for improvements of the Intersection of Ward & Persels to enhance traffic operations, improve safety, and better accommodate non-motorized transportation (hereinafter "Project").

 

•    The Missouri Highways and Transportation Commission ("hereinafter MoDOT") approved the City's submittal of the Project for Congestion Mitigation and Air Quality federal funding in the amount not to exceed $1,250,000 (hereinafter "Federal Project Number CMAQ 3302(429)”).

 

•    An agreement between the City and MoDOT is necessary to memorialize the mutual covenants, promises, and representations for Federal Project Number CMAQ 3302(429) for Congestion Mitigation and Air Quality (hereinafter “CMAQ Funding Agreement”).

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving a Congestion Mitigation and Air Quality Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number CMAQ 3302(429), Intersection of Ward & Persels, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.

 

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance approving a Congestion Mitigation and Air Quality Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number CMAQ 3302(429), Intersection of Ward & Persels, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.

 

 

SECOND MOTION:  I move for adoption of an Ordinance approving a Congestion Mitigation and Air Quality Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number CMAQ 3302(429), Intersection of Ward & Persels, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.

 

 

Background:

Improvements to the intersection of Ward and Persels were approved by voters as part of the 2017 Capital Improvement Plan Sales Tax Renewal.  The project will enhance safety and traffic operations through the Ward and Persels intersection by consolidating the two intersections of Persels into one.  The north T intersection of Persels at Ward will be shifted south to realign with the south T intersection on the west side of Ward Road. 

 

In addition to the realignment of the intersection, access management, safety and capacity will be addressed along Ward Road through the intersection and to the south with the addition of turn lanes and medians.  This project also includes connectivity with the Rock Island Trail, street lights, traffic signal consolidation and installation of permanent fixtures (replacing span wires), waterline relocation and replacement, and storm sewer repairs and modifications.  Pending successful Right-of-Way and easement acquisitions, project construction would be in the Spring of 2024.

 

The Mid-America Regional Council (MARC) announced a call for projects to compete for Missouri Congestion Mitigation and Air Quality federal funding in Fiscal years 2023-2024.  The Ward and Persels Intersection project was submitted as a candidate.  The project scored very well because of congestion mitigation, improvements to traffic operations, safety improvements, and the multi-modal elements.  As a result, the project was allocated $1.250 million dollars for construction work.   

 

 

Impact/Analysis:

Entering into the Agreement allows the City to receive federal money for the Ward and Persels Intersection project.  Failure to do so would result in the City forfeiting that money.

Recommendation

Staff recommends approval of an Ordinance approving a Congestion Mitigation and Air Quality Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number CMAQ 3302(429), Intersection of Ward & Persels, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.

 

 

Committee Recommendation:

The Public Works Committee voted unanimously 3-0 (Councilmember Lovell "Absent"), to recommend to City Council approval of an Ordinance approving a Congestion Mitigation and Air Quality Agreement between the City of Lee’s Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number CMAQ 3302(429), Intersection of Ward & Persels, within the City limits of Lee’s Summit, Missouri and authorizing the Mayor to execute the same.
