Title

An Ordinance approving an agreement between the City of Lee's Summit and WHP L.L.C. and utilizing the Sourcewell Co-operative Contract to purchase and construct a live fire training facility for the Fire Department in the amount of $1,700,000.00 and authorizing the City Manager to execute an agreement for the same.  (PWC 5/8/23)

Issue/Request:

The Fire Department currently does not have it's own live fire training facility which severely limits the ability to train in real world fire scenarios, as well as being able to continually train staff in accordance to NFPA standards.  As live fire training is a requirement this necessitates our employees having to travel to neighboring jurisdictions, along with taking Lee's Summit Fire Department assets and equipment out of the City to satisfy this type of training.  This agreement utilizing the Sourcewell contract, which is already affirmed for use by the City Council for other purchasing abilities, will provide such a facility for the Fire Department to train is employees, both as new hires and for our tenured staff. 

 

Key Issues:

The funding for this facility was included in the Public Safety Sales Tax budget which was approved mid year by the council upon passage of the PSST bill by the citizens of Lee's Summit.  This is in accordance, and within the budget proposed and which was previously approved by the City Council.  This quote is for the package to be delivered as "turn-key".  The contractor is responsible for all construction aspects from permitting to occupancy.

 

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance approving an agreement between the City of Lee's Summit and WHP L.L.C. and utilizing the Sourcewell Co-operative Contract to purchase and construct a live fire training facility for the Fire Department in the amount of $1,700,000.00 and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION:  I move for adoption of an Ordinance approving an agreement between the City of Lee's Summit and WHP L.L.C. and utilizing the Sourcewell Co-operative Contract to purchase and construct a live fire training facility for the Fire Department in the amount of $1,700,000.00 and authorizing the City Manager to execute an agreement for the same.

 

 

Impact/Analysis:

The immediate impact of this facility will be greatly enhancing fire training scenarios for fire department staff, as well as allowing for compliance with NFPA standards for fire departments for live fire training.

 

Timeline:

Start: Summer of CY23.

Finish: Fall of CY23.

Recommendation

Staff recommends approval of this award to WHP and to utilize the Sourcewell co-operative agreement for it's procurement.
