Issue/Request:

An Ordinance awarding the bid for Project No. 73 for the Chipman Road Improvements from View High Drive to Bent Tree Drive to Emery Sapp & Sons, Inc. in the amount of $11,053,857.60, and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

                     The project will improve safety and accommodate non-motorized transportation.

                     The project was recommended in the City’s 2006 Thoroughfare Master Plan with those recommendations included in the more recent Thoroughfare Master Plan update.

                     The project will be funded from the voter-approved 2007 CIP Sales Tax Renewal and Water and Sewer Funds.

                     Public Works Engineering advertised for bids for the construction of Project No. 73 on March 27, 2023, in accordance with state statutes and local policies.

                     Emery Sapp & Sons, Inc. was determined to be the lowest and most responsible bidder by City staff.

SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 73 for the Chipman Road Improvements from View High Drive to Bent Tree Drive to Emery Sapp & Sons, Inc. in the amount of $11,053,857.60, and authorizing the City Manager to execute an agreement for the same.

 

 

Background:

The Project includes reconstructing the current narrow roadway as a two and three lane facility with curb and gutter, enclosed storm water drainage, sidewalk (south), shared use path (north), street lighting, traffic signal, relocation and/or upsizing of water and sanitary sewer mains, and replacement of a one lane railroad bridge with a new County funded pedestrian/bicycle trail bridge. 

The main purpose of this Project is safety improvements.  Safety is being addressed by eliminating the one-lane railroad tunnel, the narrow pavement with no shoulders, and the sharpness of several curves along the corridor which will improve sight distances.  Safety will also be enhanced by adding wide lanes, constructing turn lanes, adding a sidewalk and shared-use trail to accommodate cyclists and pedestrians, adding street lighting, and adding a traffic signal at View High Drive.  The project will also extend the local residential road, Ashurst Dr., from the existing dead end to View High Dr.; to provide a secondary neighborhood access, maintain access during construction of Chipman, and close a roadway network gap as planned and in compliance with development standards.

The improvements to Chipman Road between View High Drive and Bent Tree Drive were recommended in the City’s 2006 Thoroughfare Master Plan.  Those recommendations were included in the more recent Thoroughfare Master Plan update.  It should be noted that this project is funded from several sources.  The road improvements funding was approved by voters as part of the 2007 CIP Sales Tax Renewal, whereas the water and sewer improvements are funded by Water Utilities rates and fees allocated to capital improvements. 

Public Works Engineering advertised for bids for the construction of Project No. 73 on March 27, 2023.  Potential bidders were notified through QuestCDN, on the City website, and an email solicitation was sent to contractors who have been engaged with the City.  Seven (7) responsive bids were received by the April 18, 2023 bid opening date.  The lowest bid received from Emery Sapp & Sons, Inc. is approximately 19% below the engineer's estimate.  City staff is recommending to proceed with awarding this construction contract. Construction is anticipated to begin the end of June 2023 with 545 days to achieve substantial completion.
