Issue/Request:
An Ordinance approving Modification No. 4 to the On-Call Agreement for Environmental Professional Engineering Services Yearly Contract (Original RFQ No. 2020-061)(Renewal 2020-061/R3) between the City of Lee's Summit, Missouri, and Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers, for an amount not to exceed $153,760.00, for annual tasks associated with the Resource Recovery Park for FY2024, and authorizing the City Manager to execute the same.


Key Issues:
· The City is required to submit regular regulatory reports to the Missouri Department of Natural Resources (MDNR) as owner of the Resource Recovery Park.

· Pursuant to Ordinance No. 8883, the City and Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers (hereinafter "Engineer") entered into an On-Call Agreement for Environmental Professional Engineering Services Yearly Contract (RFQ No. 2020-061) dated May 15, 2020 (hereinafter "Base Agreement").

· Pursuant to Ordinance No. 8884, 9155, and 9447, the City and Engineer modified the Base Agreement per Modification No. 1 dated May 15, 2020, Modification No. 2 dated May 18, 2021, and Modification No. 3 dated August 9, 2022, to provide engineering services for the Resource Recovery Park for FY2021, FY2022, and FY2023.

· The City and Engineer renewed the On-Call Agreement for Environmental Professional Engineering Services on April 5, 2023 for services in Fiscal Year 2024 (FY2024).
