Title

An Ordinance approving the City of Lee’s Summit’s Community Development Block Grant (CDBG) 2023-24 Annual Action Plan.

Issue/Request:

To receive CDBG funding from HUD for the 2023-24 program year, the City is required to submit an Annual Action Plan that lays out the community's goals and objectives for the grant program as well as programs to be funded to implement the 2020-24 Consolidated Plan. The City Council needs to adopt the proposed Annual Action Plan by ordinance.

 

Background:

In 1994, Lee’s Summit was designated as an Entitlement Community under the Community Development Block Grant (CDBG) Program by the U.S. Department of Housing and Urban Development (HUD). This designation gives the City the authority to administer the grant funds within our City. As an Entitlement Community, the City is required to adopt an Annual Action Plan for each program year that summarizes local actions being taken to address specific needs within the community. The grant distribution aims to achieve priority goals and objectives as established in the 2020-24 Consolidated Plan; this is year four of the City’s five-year Consolidated Plan. The City was awarded $354,909.00 for PY 2023, with an additional $16,552.90 in returned monies from prior year funds which was reallocated to PY 2023, for a total of $371,461.90.

The City is required to adopt an annual action plan for each program year summarizing local actions being taken to address specific needs of the community’s low-to-moderate income persons. The attached draft Action Plan has been prepared through a public process, which included a press release, pre-application meeting and application period, followed by staff evaluation and prioritization of the applications received.

The CEDC held a public hearing on March 8, 2023 as part of the public participation process. During the CEDC hearing, grant applicants had an opportunity to present their funding proposals and staff presented their funding recommendation. The CEDC approved a recommendation for the City Council to adopt by ordinance the 2023-23 Annual Action Plan based on the attached funding recommendation. This year, CEDC is recommending program administration not be funded through CDBG (staff costs to run the program) and to apply all funding toward applicant projects and services. Staff costs will be covered by the City's general fund.

Following the public hearing, a 30-day public comment period was held from March 9 - April 11, 2023. No public comments were received.

 

Proposed City Council Motion:

 I move for adoption of an Ordinance approving the City of Lee’s Summit’s Community Development Block Grant (CDBG) 2023 Annual Action Plan.
