Issue/Request:
To receive CDBG funding from HUD for the 2023-24 program year, the City is required to submit an Annual Action Plan that lays out the community's goals and objectives for the grant program as well as programs to be funded to implement the 2020-24 Consolidated Plan. The City Council needs to adopt the proposed Annual Action Plan by ordinance.

Background:
In 1994, Lee’s Summit was designated as an Entitlement Community under the Community Development Block Grant (CDBG) Program by the U.S. Department of Housing and Urban Development (HUD). This designation gives the City the authority to administer the grant funds within our City. As an Entitlement Community, the City is required to adopt an Annual Action Plan for each program year that summarizes local actions being taken to address specific needs within the community. The grant distribution aims to achieve priority goals and objectives as established in the 2020-24 Consolidated Plan; this is year four of the City’s five-year Consolidated Plan. The City was awarded $354,909.00 for PY 2023, with an additional $16,552.90 in returned monies from prior year funds which was reallocated to PY 2023, for a total of $371,461.90.
The City is required to adopt an annual action plan for each program year summarizing local actions being taken to address specific needs of the community’s low-to-moderate income persons. The attached draft Action Plan has been prepared through a public process, which included a press release, pre-application meeting and application period, followed by staff evaluation and prioritization of the applications received.
