An Ordinance repealing Ordinance No. 7386 dealing generally with automated license plate reader technology.

Issue/Request:

The City of Lee's Summit approved Ordinance Number 7386 on October 10, 2013 related to restrictions of Automated License Plate Reader use by the Police Department. On January 17th, 2023, the Public Safety Advisory Board expressed support for expanding Automated License Plate Reader use and rescinding this ordinance. The provisions of the Public Safety Advisory Board allow for continued oversight of Automated License Plate Reader usage and the Police Department follows nationally recognized standards for the use of such technology as part of accreditation through the Commission on Accreditation for Law Enforcement Agencies (CALEA). Staff supports continuing to follow these standards, limiting data retention to 30 days unless the data is needed for investigative purposes, and restricting data distribution to law enforcement.

 

Proposed City Council Motion:

I move for adoption of an Ordinance repealing Ordinance No. 7386 dealing generally with automated license plate reader technology.
