An Ordinance awarding the bid for Project No. 569 for the Colbern Road Improvements from M350 Highway to Douglas Street to Clarkson Construction Company in the amount of $25,999,806.77, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The project will improve safety and capacity, promote economic development in the area, and accommodate non-motorized transportation.
• The project is recommended in the Thoroughfare Master Plan as a high priority to address the capacity and condition deficiencies of the existing roadway.
• The project will be funded from the voter-approved 2017 CIP Sales Tax Renewal, obligated Federal STP and Governor’s Cost Share Funds, and Water and Sewer Funds.
• Public Works Engineering advertised for bids for the construction of Project No. 569 on March 6, 2023, in accordance with state and federal statutes and local policies.
• Clarkson Construction Company was determined to be the lowest responsive and responsible bidder by City staff.
• The City and Contractor desire to enter into an agreement for Project No. 569.

I move to recommend to City Council approval of an Ordinance awarding the bid for Project No. 569 for the Colbern Road Improvements from M350 Highway to Douglas Street to Clarkson Construction Company in the amount of $25,999,806.77, and authorizing the City Manager to execute an agreement for the same.
Background:
The project will improve safety and capacity, promote economic development in the area, and accommodate non-motorized transportation. The City’s Comprehensive Plan and associated Thoroughfare Master Plan (TFMP) include and support the project. The project is recommended in the TFMP as a high priority to address the capacity and condition deficiencies of the existing roadway. The multi-modal elements of the project are also supported in the City’s Bicycle Transportation Plan and Greenway Master Plan.
The current two-lane roadway will be reconstructed as a four-lane divided roadway, installing curb and gutter, enclosed storm drainage, adding street lighting, and adding a sidewalk (north) and shared-use path (south). The existing bridge will be replaced as a four-lane facility and will also include bicycle/pedestrian accommodations over the UPRR. Existing NW Blue Parkway will be removed and realigned with access from the expanded roundabout. The project also includes the installation of new water and sanitary sewer mains which will run along the new roadway.
Public Works Engineering advertised for bids for the construction of Project No. 569 on March 6, 2023. Potential bidders were notified through QuestCDN, on the City and MoDOT websites, newspaper, and an email solicitation was sent to contractors who have engaged with the City. Four (4) responsive bids were received by the March 28, 2023 bid opening date. The lowest bid received from Clarkson Construction Company is approximately 0.4% above the engineer's estimate. City staff is recommending to proceed with awarding this construction contract. Construction is anticipated to begin June of 2023 with 630 days to achieve substantial completion.
