Issue/Request:

An Ordinance approving a Transportation Alternatives Program Funding Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP-3001006, Complete Street Improvements: Douglas Street - Chipman Road to 2nd Street, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.

 

Key Issues:

•    Pursuant to the FY2023 Capital Improvement Plan and Thoroughfare Master Plan, the City planned for improvements along Douglas Street between Chipman Road and 2nd Street to enhance safety, revitalize the downtown area, and accommodate non-motorized transportation  (hereinafter "Project").

 

•    The Missouri Highways and Transportation Commission ("hereinafter MoDOT") approved the City's submittal of the Project for Transportation Alternatives Program federal funding in the amount of $900,000 (hereinafter "Federal Project Number TAP-3001006")

 

 

•    An agreement between the City and MoDOT is necessary to memorialize the mutual covenants, promises, and representations for Federal Project Number TAP-3001006 for the Transportation Alternatives Program (hereinafter “TAP Funding Agreement”).

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving a Transportation Alternatives Program Funding Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP-3001006, Complete Street Improvements: Douglas Street - Chipman Road to 2nd Street, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance approving a Transportation Alternatives Program Funding Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP-3001006, Complete Street Improvements: Douglas Street - Chipman Road to 2nd Street, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.

 

SECOND MOTION:  I move for adoption of an Ordinance approving a Transportation Alternatives Program Funding Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP-3001006, Complete Street Improvements: Douglas Street - Chipman Road to 2nd Street, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.  

 

Background:

Improvements to Douglas St were approved by voters as part of the 2017 Capital Improvement Plan Sales Tax Renewal.  The project will enhance safety and operations with the addition of complete street amenities including a shared-use trail, sidewalk, ADA improvements, lighting and access management modifications. The City’s Comprehensive Plan and Greenway Master Plan include and support the project.

The project will re-construct approximately 0.8 miles of Douglas Street from 2nd Street to Chipman Road and additional user amenities that will highlight the corridor as a principal gateway into Downtown Lee's Summit. The street will incorporated several livable street features and coordinate with the Greenway Master Plan. Ancillary work may include temporary and permanent easement and permanent Right-of-Way acquisition that will occur in 2023-2024. Pending successful acquisition, project construction would be in 2024-2025.

The Mid-America Regional Council (MARC) announced a call for projects to compete for Missouri Transportation Alternatives Program federal funding in Fiscal years 2025.  The Douglas Street project was submitted as a candidate.  The project scored very well because of the safety improvements, addition of multi-modal elements, and proximity to environmental justice tracts and activity centers.  As a result, the project was allocated $900 thousand dollars for construction work.

 

Impact/Analysis:

Entering into the Agreement allows the City to receive federal money for the Douglas Street improvements.  Failure to do so would result in us forfeiting that money.

Recommendation

Staff recommends approval of an Ordinance approving a Transportation Alternatives Program Funding Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP-3001006, Complete Street Improvements: Douglas Street - Chipman Road to 2nd Street, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same. 

 

Committee Recommendation:

The Public Works Committee voted unanimously 4-0 to recommend to City Council approval of an Ordinance approving a Transportation Alternatives Program Funding Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number TAP-3001006, Complete Street Improvements: Douglas Street - Chipman Road to 2nd Street, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.
