(First read by Council on April 4, 2023.  Passed by unanimous vote.)

Body

Issue/Request:

An Ordinance modifying the City Council's acknowledgement of the use of automated license plate reader technology by the City of Lee's Summit Police Department.

Proposed City Council Motion:

I move for adoption of an Ordinance modifying the City Council's acknowledgement of the use of automated license plate reader technology by the City of Lee's Summit Police Department

Background:

A presentation was made to the CEDC in regards to the use of LPR (license plate reader) technology by the Lee's Summit Police Department.  Staff requested rescinding ordinance #7386 in which the City Council in 2013 acknowledged the use or LPR technology and limited its use to patrol vehicles.  Rescinding the ordinance would allow the LSPD to use the technology on patrol vehicles as well as stationary objects and aerial devices if needed.  If the ordinance was rescinded staff would follow the police department's policy governing the use of the LPR technology.  CEDC directed staff to present a modified ordinance to the City Council instead of an ordinance to rescind #7386.  This modified ordinance support the use of LPR technology on patrol vehicles, stationary objects, and aerial devices.

This is the first reading of the modified ordinance the CEDC directed staff to present to the City Council.

Presenter

Travis Forbes, Police Chief
