Key Issues:
o City Council approved a contract in October 2021 with Black & Veatch to conduct a Stormwater Utility Rate Study

o City Staff has completed the initial data collection, analysis, and policy topics to discuss


Background:
The stormwater utility rate and implementation study has the goal of presenting a ballot measure in November 2023 to ask voters for a dedicated source of funding for stormwater projects and programs. As part of this process, City Staff and Consultant have planned 3 meetings with City Council to discuss policies, goals, and guidance for the stormwater funding program. The Consultant, Black & Veatch and City staff have completed the initial data collection and analysis. This work included creating a GIS map showing all property parcels and impervious surface areas within the City. Concurrently, City staff and Consultant developed some funding models based on different scenarios previously discussed with City Council and the Public Works Committee. This work was following by a policy workshop with City Staff to identify key policy questions, potential issues, and levels of service. Those discussions are summarized in this presentation for the purpose of receiving Council input regarding the proposed stormwater funding program.
