An Ordinance amending Chapter 29, Traffic and Motor Vehicles, Article V, Stopping, Standing and Parking, Division 1, Generally of the Code of Ordinances of the City of Lee's Summit, Missouri, by amending Section 29-354 Stopping, Standing, Parking Prohibited in Specified Places.
Key Issues:
Section 29-354, Stopping, standing, parking prohibited in specified places in particular part B.4 pertaining to No Standing and No Parking within thirty (30) feet of a roadway intersection will be amended to also include within thirty (30) feet upon the approach to any flashing signal, stop sign, or traffic control signal located at the side of a roadway, whichever is greater.

FIRST MOTION: I move for a second reading of an Ordinance amending Chapter 29, Traffic and Motor Vehicles, Article V, Stopping, Standing and Parking, Division 1, Generally of the Code of Ordinances of the City of Lee's Summit, Missouri, by amending Section 29-354 Stopping, Standing, Parking Prohibited in Specified Places.
SECOND MOTION: I move for adoption of an Ordinance amending Chapter 29, Traffic and Motor Vehicles, Article V, Stopping, Standing and Parking, Division 1, Generally of the Code of Ordinances of the City of Lee's Summit, Missouri, by amending Section 29-354 Stopping, Standing, Parking Prohibited in Specified Places.
Background:
An amendment to Section 29-354, Stopping, standing, parking prohibited in specified places has been recommended by the City Prosecutor and City Traffic Engineer to clarify and improve provisions for enforcement of prohibited parking near stop signs, traffic signals, and intersections generally. In a previous update to Section 29-354, an amendment was adopted to clarify such restricted parking near stop signs, traffic signals, etc. at intersections applied to not on the intersection approach, but also the opposite side of roadway. In that amendment, the ordinance language specific to the approach of a stop sign, traffic signal, etc. was deleted in consideration of the broader language that was adopted. In retrospective review, the prior specific language would be beneficial to include in the opinion of the Police Department and City Prosecutor. As such, the prior language is proposed as an amendment to the current language for clarification purposes.
Impact/Analysis:
Clarification of existing parking restrictions, generally, for enforcement and prosecution purposes.
